- The purpose of this modification is to i) Change the response date from August 15, 2014 3:00 pm Eastern to August 20, 2014 3:00 pm Eastern ii) Provide response to questions as follows: Questions and Answers Question 1: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement? Answer 1: There is no incumbent. Question 2: Can a Small Business team with a large business and still be compliant with the 100% Small Business Set aside requirement? Answer 2: For teaming arrangement for size determination purposes the size standard is applied to the individual concerns for the requirement. If it is about Subcontracting, see 52.219-9 Small Business Subcontracting Plan requirement. Question 3: Will be the government provide an estimate or sample task order as a basis for evaluating pricing proposals? Answer 3: Pricing for all offerors shall be compared based on the following: Compute - the cost of AWS EC2 on demand general purpose large Linux instance and the cost of AWS EC2 on demand general purpose large Windows instance. Storage - the cost of Amazon S3 Standard next 49TB/month and the cost of 100GB per month for Amazon EBS General Purpose. Network Bandwidth - the cost of 10 GB inbound and 10 GB outbound Question 4: "This is a name brand requirement. Only proposals from authorized AWS resellers will be accepted". In accordance with FAR part 6, please provide a copy of the Justification for Other than Full and Open Competition (JOFOC) used to justify the NIST decision for a brand name requirement. Answer 4: The justification is provided within the solicitation below the following sentence: "This is a name brand requirement. Only proposals from authorized AWS resellers will be accepted". Question 5: "Furthermore, NIST has invested in significant documentation, development, and network engineering such that selecting another manufacturer would necessitate reconstruction of the IaaS public cloud environment with a cost to the government that would exceed the value of the requested contract. Transition to a new manufacturer would also require a new accreditation process reviews resulting in significant additional expenses" Please clarify how this argument doesn't apply to any incumbent contractor? Please clarify how this is compliant with the competition in contracting act (CICA)? Answer 5: The statement does not refer to an incumbent contractor but rather the public cloud platform that has best suited the requirements of NIST. Question 6: The solicitation states: "NIST requires a Public Cloud offering compatible with private cloud platforms we are currently testing. Interoperability between cloud platforms is an important objective of the IaaS pilot and evaluating Hybrid Clouds." Question: Could NIST further define the requirements for interoperability between cloud platforms in proposed solutions? Is interoperability with multiple public and hybrid clouds a requirement? Answer 6: The public cloud will be used as an extension of the private cloud as well as to transfer workloads bidirectional. The public cloud should support orchestration tool to allow compatibility with private clouds. Question 7: The solicitation requires: "Provide a minimum of two data center facilities at two different geographic locations in the Continental United States (CONUS) to perform cloud replication." Question: Could NIST provide details on the requirements for geographic diversity, e.g., required distances and CONUS geographic coverage? How does the FedRAMP requirement for cloud services apply to the multiple data center requirement? Answer 7: NIST requirements include supporting campuses in Gaithersburg MD and Boulder CO. This solicitation is for AWS commercial cloud services and should adhered to the regions as defined in that service.
