Description
Request for Information - Detailed Requirements Attachment This announcement constitutes an RFI notice for market research purposes. This is NOT a Request for Proposal (RFP). NO SOLICITATION DOCUMENTS EXIST. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI or any follow-on information requests, and responses to this notice cannot be accepted as offers. Acknowledgements of receipt will not be made. Responses to the RFI will not be returned. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this RFI that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government use only. This RFI is the initiation of market research under Part 10 of the FAR, and is not a Request for Proposals (RFP). However, the information from the vendor responses may be used in formulating requirements for a RFP. Vendors are advised that NAVAIR uses consultant contractors to assist in review of RFI information and appropriate non-disclosure agreements are included in these support contracts. PMA-266 is surveying industry for current icing conditions detection capabilities that can serve to meet MQ-8 Fire Scout series and future systems. The purpose of this RFI is for the Government to gain insight into existing products within industy/academia and the ability of industry/academia to modify existing products or to develop new items providing the capabilities of interest discussed below. This attached document is arranged in four (4) sections as described below- • Section 1.0 provides an overview of the current and future MQ-8 CONOPS as conducted in impending icing environments. It also highlights the system(s) sought through this RFI. • Section 2.0 includes a notional timeframe for solution development and deployment. • Section 3.0 describes specific performance attributes desired from the system(s) listed in the order of highest to lowest priorities. • Section 4.0 establishes a comprehensive set of ground rules and/or constraints for the responders. Vendors are asked to document their responses through drawings, brochures (slick sheets), websites, point papers, Microsoft Office product based briefs and schedules and/or Adobe PDF based documents, provided in electronic format. All responses to this notice must be postmarked no later than 29 September 2014. All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, the business size/status of the organization (i.e., large business, small business, certified 8(a) concern, veteran-owned, hubzone, woman-owned, etc.). Small businesses that possess the required capability are encouraged to submit responses to this notice. Interested parties should respond to the RFI with the requested data and provide a single Point of Contact (POC) for any neccessary clarifications.
