- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division - Silver Spring (WAD) intends to negotiate on a sole source basis with WESTERN ENVIRONMENTAL TECHNOLOGY LABORATORIES, INC (DBA WET LABS) using the procedures in FAR Parts 6 and 13, to procure Wet Labs AC-S in-situ spectrophotometer (manufacturer's Part Number AC-S FAS-000308). The NOAA/NESDIS/STAR Ocean Color Team require an in-situ flow through spectrophotometer that measures absorption and beam attenuation with at least 4 nanometer resolution for the validation of VIIRS Ocean Color Products. The spectrophotometer needs to be a flow-through system that is compact enough to be deployed by hand. The system needs to have a measurement range from 400-700nm. The resolution of the system needs to be 5nm or less. The following specifications need to be met: · Electrical: Output - RS232, RS485, Connector - MC8H6MP · Environmental: Temp Range - 0-30o C, Depth Rating 500m · Optical: Spectral Range - 400-700nm, Pathlength - 25cm, Resolution - 5nm or less, Accuracy - 0.001-10m-1 · Cage bracket kit · Standard voltage pump · ACS to pump cable patch WET LABS is the only responsible source that manufacturers an in-situ spectrophotometer with these sensitive specifications..The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnish must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the part can meet all of the foregoing requirements. Responses must also accompanied by descriptive literature, warranties, and/or other information that demonstrates that the responses meet all of the foregoing requirements. Capability statements and related materials must be e-mailed to jason.zick@noaa.gov not later than Monday, August 18, 2014 @ 9:00 am. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-58. The determination to compete or not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
