- SOLICITATION CLOSES 8/22/2014 OFFERS CAN BE FAX OR SENT VIA EMAIL TO SHARON. WALKER@NOAA.GOV OR The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA's) and the National Marine Fisheries Service, Protected Resources Division intend to award a purchase order to develop an accurate chemical analysis to determine sex of wild Gulf sturgeon (Acipenser oxyrinchus desotoi). Lack of availability of easy and accurate means by which to determine the sex of sturgeon (especially young individuals) impedes conservation and recovery of wild sturgeon populations. Insufficiencies in sex identification impair understanding of population-level impacts of threats and what constitute the best options for effective mitigation and management. Developing and implementing a practical and accurate means of sex determination in wild sturgeon is a priority for conservation (Kahn and Mohead 2010). Approach: The responsive study should explain how the respondent will use scientific methodologies to complete the following tasks: (a) capture and/or acquire at least 325 samples from wild Gulf sturgeon; (b) use instrument-based analyses of the samples to determine sex of fish of multiple age classes; (c) validate and calibrate use of newly-developed, hand-held, point-of-use test strips to determine sex from the same fish by comparing strip results to instrument-based results to achieve 95% accuracy of the test strip method. This is a 100% small business set-aside. The NAICS code for this action is 541990. Size standard not to exceed $15M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
