- This synopsis publication satisfies the requirement at FAR Part 5 and constitutes the Government's Notice of Intent to extend Contract Number W900KK-08-D-0042 for a period up to 12 months beginning on 16 September 2014 on a non-competitive basis. This extension will be accomplished per 10 U.S.C. 2304(c)(1), FAR 6.302-1(a)(2)(iii)(A)-Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements and the authority provided under Department of Defense Federal Acquisition Regulation Supplement (DFARS) 217.204 and Army Federal Acquisition Regulation Supplement (AFARS) 5117.204(e). The Program Executive Office Simulation, Training and Instrumentation (PEO-STRI) intends to extend contract W900KK-08-D-0042 with Akima Infrastructure Services (AIS) 13873 Park Center Road, Ste 400n, Herndon VA 20171-3271, on a sole source basis in support of the Constructive Simulation (CONSIM)/Warrior Training Integration (WTI)/Computer Based Instructional Development (CBID) program. The period of performance for the extension is from 16 September 2014 to 15 September 2015. This extension is necessary to allow completion of critical work in FY15; a new competitive Indefinite Delivery/Indefinite Quantity (IDIQ) CBID II contract is being pursued (W900KK-14-R-0017). This extension will not increase the contract ceiling. Scope of Work: The following identifies some of the business areas under which CBID products and services which may be acquired: 1) Instructional System Design, 2) Trainer/Training Systems, 3) Design, installation, and implementation of Automated Electronic Classrooms(AECs), 4) Human Performance Analysis and, 5) Training Infrastructure. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Governments needs no later than the 15th day after this notice is posted. Detailed capabilities must be submitted to PEO STRI Contracting Center; ATTN: Terick Coleman; 12350 Research Parkway; Orlando, FL 32826. This synopsis is not considered a request for bid/quote/proposal. No solicitation document is available and telephone requests for technical information will not be honored. No contract will be awarded on a basis of offers received in response to this notice, but offers, if any, will be used to determine if a comparable source is available and more advantageous to the Government.
