Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work and obtain their size classification relative to the North American Classification System (NACIS) Code 334516 with a size standard of 500 employees. A.GENERAL INFORMATION Background: The NWI-Omaha VA healthcare System intends to purchase a Cage Washer for use in its Animal Laboratory. Scope of Work: The contractor shall provide the following as listed below in the SOW. Please note that this is a salient requirement, and is not flexible. The following are the minimum salient characteristics that must be met: This will be a turn-key operation, with the contractor responsible for removal of old equipment, installation of new equipment, and connection to the existing plumbing of copper and steel which may need to be modified, air compression, exhaust and ventilation, etc. as needed. The stainless steel ductwork for the existing exhaust system will be replaced for efficient operation and adequate room steam removal by the contractor with new stainless steel ductwork. The contractor will be responsible for the shipping, delivery, uncrating, and installation of the new cage washer. The de-installation and removal to a specified location on VA property of the existing cage washer will be performed by the contractor. VA NWIHCS personnel training on the use of the equipment will be provided by the contractor. Site Surveys will be authorized for 1 day only for contractors to see the facility in order to determine the scope of the work. Minimum requirements: "The government will not accept partial submissions. "Past performance must be evaluated prior to award. Contractor must submit at least 4 available references to contact. In addition, Past Performance evaluations may be conducted using information obtained from the National Institutes of Health (NIH), Contractor Performance System (CPS) or Past Performance Information retrieval System (PPIRS), and any other sources deemed appropriate. The Government shall determine whether the contractor has consistently demonstrated adherence to contract terms and conditions and a commitment to customer service; commitment to quality of products provided; commitment to quality of contract-related services performed; commitment to providing the products required by customers by commitment to accuracy of reports; commitment to timeliness of deliveries, product price accuracy, and completeness of contract product prices invoiced; adherence to fill-rate requirements; business-like concerns for customers' interests, and reasonable and cooperative behavior. The Government shall take into consideration the contractor's experience on the depth, breadth, relevancy, and currency for contracts similar to this procurement. Contractors and sub-contractors must be able to self-perform. No substitutions will be accepted. SIZE "Must be pit mounted on concrete floor (11" deep) "Cannot exceed physical dimensions of 97"W x 108"L x 108"H to accommodate current pit. Must have written guarantee that all of washer will fit into pit. "Wash chamber must be a minimum of 46"W x 88"L x 85"H to accommodate current rack systems FEATURES "Oscillating jet system of machined jets mounted on spray trees suspended from an oscillating carriage. Carriage drive must operate in conjunction with programmed cycle and be equipped with a safety clutch to prevent oscillating carriage from damaging items being washed "A control system that monitors and automatically controls all process operations and functions. At least a control that can maintain up to 10 processing cycles in memory, programmed and named according to user preferences. -The cycle phase times, temperatures and other key process parameters must be programmable. -Control system must be connected to installed printer to record process parameters. - The control system should consist of a touch screen, to allow initiation, programming and monitoring of all cycle phases. All cycle deviations shall be alarmed both visually and audibly, recorded and acknowledged by the operator. "Drain Discharge "Cool Down" System with Cold Water Injection: Washer to be equipped with a cold water inlet valve, integral with the drain line. Cold water is added to the effluent as it is sent to drain. CONSTRUCTION "Chamber Sump should include a mechanical float switch level control, automatic water fill, and stainless steel steam coil heating for the recirculated treatment solutions. "Bottle wash system to divert water to a bottle wash cart. "Chamber floor to be heavy-duty stainless steel grating covering the entire load area. Grating sections are to be removable for cleaning or maintenance and aligned lengthwise to allow for smooth and quiet operation "Washer should be insulated with 2" (51 mm) thick, rigid chlorine free fiberglass insulation. "Chamber door should be a minimum of #304 stainless steel, double-wall construction, insulated with 2" (51 mm) thick fiberglass insulation, and equipped with double-bulb sealing gasket, safety exit hardware, required safety signage, heavy duty hinges, and a tempered glass observation window. "Should be equipped with a transformer for the 1-phase, 60 Hz, 120 VAC control circuit, magnetic starters with overload protection for all motors, and other electrical components required for washer operation. "Electrical control components to be grouped inside one box. "Actuated water recirculation valves and damper to be pneumatically actuated valves. Pneumatic actuators should be used for simpler, more reliable, and require less adjustment and maintenance. "Must have double doors for pass-through operations "Instantaneous water exchanger to raise incoming hot water temperatures min 50 - 80 degrees F. "Impact printer installed on unit for constant recording of operations "Automatic self-cleaning screen in the recirculation system to filter all solutions during any phase of operation and will automatically flush debris to the building drain when solutions are drained "A self-cleaning drain filter that can easily be disassembled without tools for inspection and maintenance required "Must have an Incoming Utility Gauges to monitor incoming steam pressure, hot & cold water, and air pressures "Sampling Port to provide on piping to allow sampling of the treatment solution while in detergent or acid cycle. "Dry Contacts for Customers use: A dry contacts for the exhaust fan and for the automatic damper are provided inside the main electrical box "Exterior cabinet light to illuminate wash chamber "Recirculated piping, pumps, and components to be 304/316 stainless steel "Integrated stainless steel exhaust fan "Stainless steel welded (no seams) exhaust line to outside the facility "Must connect to a 480v/3phase electrical service "Must be able to operate with 60 psi steam pressure "Air compressor should be part of the main unit SAFETY "Safety features to include: -Two safety cables (RED for ease of recognition) inside wash chamber (one on each side) that when pulled will immediately stop washer operation. To resume operation, alarm must be acknowledged and "Cycle Start" button pushed. -Doors to be equipped with spring-loaded, explosion-relief type safety latches that will readily open when pushed from inside the chamber -Emergency stop button(s): Washer to be equipped with an external emergency stop pushbutton at each end that automatically stops operation of the washer when pressed -Noise level around 80- 85 db(A) -Clearly identified and legible instructional signage located the safety feature, readily visible and easy to read and comprehend in an emergency situation. Examples of signage that accomplish this include, but are not limited to the following: signs on or next to the de-energizing cables in a rack washer which read "in an emergency, pull safety cable"; signs on the designated push-points on the inside of explosion release doors which read "push here to open door"; and a sign next to the emergency stop button on a bulk autoclave which reads "in an emergency, push to stop cycle." Sign verbiage will be agreed upon by VANTHCS and contractor prior to installation. SERVICE "Service access can only be from left side (facing front of unit) "On-site Operator and Maintenance Personnel training "One year warranty to include field replacement of parts "Preventative Maintenance included for the 1st year "2 Operating and maintenance manuals must be given "Vendor must have a service technician that can be on station within 24 hours of need. INSTALLATION/REMOVAL "The contractor shall provide all labor, materials, and equipment required for the removal of existing equipment to include tear down of unit into components, removal to a pre-determined on-site. Cage washer shall remain property of the VA. "The contractor shall propose equipment based on the currently available capability of utilities (steam, water, electrical, etc). These capabilities shall be evaluated by the contractor during the bidding process. "The contractor shall coordinate all work associated with this task and be the main point of contact for the VA. "The contractor shall provide all labor, materials, and equipment required for the unpackaging, moving components into facility, assembly of components, installation and set-up of new unit with certified service representative on-site during entire installation. "The contractor will make all utility connection to existing VA utilities including, electric, steam, water, drainage and exhaust. Any adjustments/modifications to the existing fixtures and utilities will be performed by the contractor after approval by VA NWIHCS personnel. "Exhaust vents from the existing cage washer be replaced with existing size and quality material to tie into the neighboring cage washer exhaust. Approximately 18 to 20 feet of stainless steel exhaust. "If floor finish or sub floor is damaged, the contractor shall halt operations and allow time for VA NWIHCS to properly repair the floor. "Be of modular construction to allow disassembly of unit into sections to facilitate entry into existing building. Shipped sections must pass (uncrated) through a 3" x 6'8" standard doorway REQUESTED INFORMATION: STATEMENT OF CAPABILITY: Submit a brief description (five [5] pages or less) that shows your company can provide the required services. One additional page may be included explaining experience in performing these services to the VA, other government agencies, or for private facilities. Potential sources should identify business name, point of contact, business size and any applicable business socio-economic category (i.e. small business, SDVOSB, VOSB, SB, etc), DUNS number, address, and any additional information felt to be pertinent. All vendors must be registered in SAM https://www.sam.gov/portal/public/SAM/ prior to contract award. Responses to this notice should be electronically mailed in PDF format or word format to Cheryl.Homison@va.gov. Telephone responses will not be accepted. Written responses must be received no later than 3:00 PM (EST), Thursday, August 19, 2014.
