Description
The U.S. Army Dugway Proving Ground Mission Installation Contracting Command, Dugway Proving Ground (DPG) is seeking sources to provide the following Mass Flow Controllers on an Indefinite Delivery and Indefinite Quantity (IDIQ) basis with a base period of 1 year and 4 option periods of 1 year each.: The government intends to purchase digital gas Mass Flow Controllers and Meters (MFCs). The following minimum specs include, but are not limited to: 1.Flow rates up to 1,000 slpm 2.Stainless Steel bodies (316 Stainless)(for corrosive environments, no others considered). 3.PC/Workstation control 4.Input signals: RS-232, RS-485, 4-20 mA, 0-5, 1-5, 0-10 VDC 5.Measure and control all clean gases, including corrosives. 6.Minimum digital communication to include but not be limited to RS-232 standard, RS-485. 7.LCD Display 8.All MFC to perform with multiple gas capability 9.Multiple Display options to include but not be limited to: no display, pilot, remote. 10.Inlet/Outlet fittings from to 1 inch and utilize VCO, FNPT, compression type, metric, etc. 11.Flow Body Elastomers: choice of Viton or Neoprene. 12.Valve seat options: Viton, Neoprene, Kalrez, Polyamide 13.Input power options: 15-24 VDC or 24 VDC. 14.Output Signal options: 15 pin connector, anolog of various length, 15 pin with D-connector/fly leads. Various lengths of above cables (Ex. 1 ft, 3 ft, 10 ft, 25 ft, 100 ft). 15.Calibrations: High accuracy calibration, +/- 0.5% of FS at calibration conditions A1 Accuracy Statement Highest Accuracy Calibration; +/- 0.5% of F.S. (at operating conditions) only applies to the single gas used during calibration; Also includes 10 point linearization on actual gas. A1 Operating Conditions: Flow range: up to 50 slpm or nlpm ( valid from 10 to 100% of the calibrated range) Gases: Air, Nitrogen, Helium, or Argon Pressure: up to 10.3 barg (150 psig) Temperature range: 10 C to 30 C (50 F to 86 F) Orientation: horizontal only. 16.Digital comm options: Modbus RTU, Profibus DP, Foundation Fieldbus, DeviceNet. 17.Certificates: US Mil certs on all wetted flow body parts. 18.Certificate of Conformance. 19.Initial shipment cleaning spec: 02 cleaning, with cert., contractor shall inspect with UV light and double back prior to shipment. 20.Linear flow. Current systems utilize in line flow meters/controllers and substitutions would result in changing set ups, manifolds, chambers, hoods, piping, tubing, etc. The requiring activity for this procurement is the Advanced Technology Branch (ATB). A determination on the contract type, mechanism for procurement, and possible set-aside will not be made by the Government until after the market research has been completed. No quotes are being requested or accepted under this synopsis. The anticipated North American Industry Classification System Code (NAICS) for this requirement 334513 (INSTRUMENTS AND RELATED PRODUCTS MANUFACTURING FOR MEASURING, DISPLAYING, AND CONTROLLING INDUSTRIAL PROCESS VARIABLES) and the size standard is 500 employees. Qualified companies are encouraged to respond. Responses should provide the following information in response to this sources sought announcement: (1) business name and address; (2) name of company representative and their business title; (3) products supplied and associated capabilities. (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; 5. Any other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: This Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this RFI. Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of quotes submitted in response to any resulting future formal Request for Quote. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Dugway Proving Ground, Attn: CCMI-CH-DP (Paul Frailey), bldg 5330 MS #1, Dugway Proving Ground, Dugway, Utah 84022-5000. No basis for claim against the Government shall arise as a result of a response to this SOURCES SOUGHT or Government use of any information provided. Elaborate quotes or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for quotes nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement. Responses must be submitted no later than 10:00 AM (local prevailing time at U.S. Army Dugway Proving Ground, Utah), August 21, 2014 via email (paul.e.frailey.civ@mail.mil).
