- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with TomTom Northa America, Inc. to provide at least a 12 month licensing for 3 users for the TomTom MultiNet Advanced Driving Attributes (ADA) 1.1 data product with Enhanced Gradient and Curvature, Local and Curve Speed; and the MultiNet Logistics 4.4 data for the National Vehicle and Fuel Emissions Laboratory (NVFEL), 2565 Plymouth Road, Ann Arbor, Michigan 48105. EPA is working with the National Highway and Safety Administration (NHTSA) to conduct a review to finalize a program to control GHGs and improve fuel efficiency of heavy-duty trucks and buses. Part of the review includes the second round of heavy-duty GHG standards by March 2015 and finalize the standards by March 2016. GHG standards will improve the GEM duty cycles by adding a statistically valid road grade profile to the GEM duty cycles, based on U.S. highways and driving patterns. The EPA requires licensing of an electronic database that contains highly accurate road grade and trucking fleet logistics information for the entire United States? limited access highway system. TomTom North America, Inc. is the only known vendor to provide this information publically within the marketplace. TomTom utilizes specially calibrated and validated Advanced Mobile Terrestrial Sensor-equipped vehicles to collect high accuracy road grade data. The accuracy stated for >95% coverage of all U.S. Interstates and Other Freeways and Expressways was accurate to at least +/-0.3% of road grade at 95% probability. The road grade data covers a grade range of at least +/-35.0% at a resolution of 0.1% while maintaining >95%. TomTom North America, Inc. electronic database shall include, at a minimum, the following data elements: - Coverage - Truck Speed Limit - Data Collection Method of Road Grade Data - Identification of Road Grade Data Collection Method - Road Grade Data Range and Resolution - Road Grade Data Quality - Identification of Road Grade Data This procurement will be accomplished using FAR Part 12 and 13 Procedures. Interested firms may identify their interest and capability to respond to the requirements and must be able to complete the entire project. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
