INTRODUCTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-FY14-587 and the solicitation is issued as a request for quotation (RFQ). CONTRACTING OFFICE: Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse, Station Support Simplified Acquisitions, 31 Center Drive, Room 1B59, Bethesda, MD 20892. Point of Contact: Shaun Miles, Contract Specialist, Telephone: 301-451-5042, Email: Shaun.Miles@nih.gov ACQUISITION AUTHORITY: This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2006 - 05-76, dated July 25, 2014. SMALL BUSINESS SET ASIDE STATUS This combined synopsis/solicitation NOT is set aside for small businesses. The associated NAICS code is 334516 - Analytical Laboratory Instrument Manufacturing and the small business size standard is 500 employees. Also, the full text of a clause may be accessed electronically at this/these address(es): FAR Clauses: http://acquisition.gov/far/ BACKGROUND INFORMATION The mission of the National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. Within NCATS is the Division of Preclinical Innovation (DPI). The DPI plans, conducts and uses both internal and contract resources to advance collaborative research projects across the pre-clinical phases of the translational science spectrum. Specifically, this division plans, conducts and collaborates on research to develop new methods and technologies to enhance pre-clinical processes; plans, conducts and collaborates on research to evaluate existing and developing approaches, technologies, and processes in the pre-clinical spectrum; supports training programs relevant to pre-clinical phases of translational science; allocates DPI resources to pre-clinical extramural and intramural investigators; collaborates with other NIH Institutes and Centers and the scientists they support; consults with stakeholders, including patients, industry and regulators. The purpose of this potential acquisition is to help ensure reliable screening data for the new Stem Cell Initiative within the Division of Preclinical Innovation (DPI), NCATS, NIH. In support of the mission, NCATS is potentially seeking to acquire a PerkinElmer ViewLux ultraHTS Microplate Imager or Equivalent and a PerkinElmer ViewLux Elevation Table or Equivalent in order to support a new group focused on stem cell assays which require instrumentation to detect fluorescence polarization (FP), fluorescence intensity, time-resolved fluorescence (TRF), luminescence and absorbance assays. PROJECT REQUIREMENTS The Contractor shall provide one (1) BRAND NAME OR EQUAL PerkinElmer ViewLux ultraHTS Microplate Imager with the following specifications: 1. Detection techniques that include fluorescence intensity, time-resolved fluorescence, fluorescence polarization, absorbance (UV and visible), and luminescence (including radioactivity) 2. High sensitive, back illuminated CCD camera 3. Temperature controlled 4. Barcode reader 5. ViewLux Workstation Software 6. ViewLux user computer and flat screen 7. 1 Year Warranty 8. Regular Delivery AND One (1) BRAND NAME OR EQUAL PerkinElmer ViewLux Elevation Table with the following specifications: 1. Efficiently and effectively provides stability for a PerkinElmer ViewLux ultraHTS Microplate Imager or Equivalent product 2. 1 Year Warranty 3. Regular Delivery The contractor shall deliver these items within 12 weeks after receipt of order to the following address: NCATS 9800 Medical Center Drive Building B Room 1012 Rockville, MD 20850 EVALUATION CRITERIA The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose offer is lowest price and technically acceptable. A firm fixed price purchase order is anticipated. Price will be evaluated in accordance with FAR 13.106-3(a). RESPONSE REQUIREMENTS: Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service.
