- The U.S. Department of Transportation (DOT), Office of the Secretary, Under Secretary for Policy, Assistant Secretary for Aviation & International Affairs, Office of Aviation Analysis has a requirement for the ongoing proprietary data, software support and hosting of its Airline Scheduling software for the US Department of Transportation (DOT) for multiple users. The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Prospective Offerors are required to observe Section B, Schedule of Prices, Section C, Statement of Work; Section C.5, Deliverables; and Section E.2, Contract Clauses, of the Commercial Item solicitation which incorporates contract clauses in full text for which prospective offerors should read thoroughly. Section E.2, FAR Clause 52.212-5, is comprised of Contract Terms and Conditions Required to Implement Statutes of Executive Orders for Commercial Item solicitations and resultant contracts. Applicable clauses and Executive Orders for this contract requirement are denoted by an 'X" on the left margin. Section E.2, FAR Clause 52.216-1 presents Type of Contract that shall be awarded under Federal Acquisition Regulation (FAR) Subpart 12.6. Section E.2, FAR Clause 52.212-1 Solicitation Provisions, incorporates Offeror Instructions for Commercial Item contract requirements. Section E.2, FAR Clause 52.212-2 Evaluation of Commercial Items incorporates technical evaluation factors that shall be used to evaluation prospective offeror's proposals. Section E.2, FAR Clause 52.212-3 Offeror Representations and Certifications, Commercial Items is required to be completed by prospective Offerors and returned to the Contracting Officer. Finally, as stated in E.3.14, in accordance with FAR 39.201 vendors shall fully comply with Section 508 of the Rehabilitation Act of 1983 (29 U.S.C. 794d) by completing and submitting Section D - Attachment - Government Product Accessibility Template for Software Application.
