- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W91NS-14-T-4014 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 332216 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-08-18 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be SPRINGFIELD, MO 65802 The National Guard - Missouri requires the following items, Meet or Exceed, to the following: LI 001: QTY 1: Snap-On; IQMNTKITC; PRO-LINK IQ MILITARY KIT C; Pro-Link iQ Scan Tool; J1708/J1587 Heavy Duty Standard Diagnostic Scan Tool capable of conducting diagnostic scanning for Highly Mobile Multi-Wheeled Vehicles (HMMWVs) as well as the Family of Medium Tactical Vehicles (FMTVs). This includes the Light Medium Tactical (LMTV) Vehicle and Medium Tactical Vehicle (MTV) from 1990 to present. Tool is capable of scanning the Engine Control Module (ECM) and Transmission Control Module (TCM) of listed equipment and contains all adapters, cables, and other hardware necessary to make all connections required to conduct scanning. Additionally, the tool will contain all required software/hardware to scan Allison Transmissions as well as International, Cummins, and Detroit Engines; 2 ton Commercial Ford Trucks. It shall be capable of conducting standard On Board Diagnostic scanning (OBD2) as well as scanning for Navstar MaxxForce functionality. The Government will evaluate ?equal? items on the basis of information furnished by the Vendor or identified in the quote and reasonably available to the Government. The Government is not responsible for locating or obtaining any information not identified in the Quote. WAWF Requirement: The Missouri USPFO is live on WAWF as of 1 February 2013; WAWF clause attached, submission will be ?INVOICE ONLY? not combo or 2 in 1. WAWF registration and online invoicing is now required., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Missouri intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Missouri is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
