- The Department of Veterans Affairs Medical Center, VISN 19 Network Contracting Office (NCO 19), on behalf of Grand Junction VAMC, plans to contract by means of other than full and open competition for the Quality Health Network Health Information Exchange Subscription. The Government intends to award a sole source contract for this requirement. The NAICS code is 519190 and the Classification code is Q999. The Vendor is Quality Health Network, 744 Horizon Ct Ste 210, Grand Junction, CO 81506. Requested items consist of QHN Virtual health Record and Direct messaging services for physicians and midlevel providers. The QHN HIE subscription is a supplement to the eCommerce Agreement executed between QHN and the VA's VLER. All information is to be submitted at no cost or obligation to the Government. This is not a request for proposal. However, companies that can provide an equal product must submit their technical capabilities to include the technical specification of their product, past performance information, price and delivery time. The information submitted will be reviewed by the Government technical representatives for considering future requirements. Responses to this notice should include the following: name and address of company, Dun & Bradstreet number, business size, and any other pertinent information that demonstrates firm's ability to meet the above requirement. DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition Contracting Activity: Department of Veterans Affairs,VISN 19, Grand Junction Medical Center (575). Justification for Other Than Full and Open Competition,575-14-3-934-0038 1.Nature and/or Description of the Action Being Processed: This is a new "single" contract. Type of contract: firm-fixed-price for subscription, set up of accounts and education for use of QHN for 25 providers and VA associate care teams. These accounts will provide VA providers and their associated health teams with unidirectional access to view health information of Veterans served by community partners. These Veterans may opt out of sharing information if desired. The VA network and privacy officers have reviewed and approve of this unidirectional "viewing" as secure and appropriate, based on Veteran privacy rights. Services will include the development of accounts for VA clinicians to view Veteran information from community partners improving the ability to make clinical decisions and improve continuity of care. 2.Description of Supplies/Services Required to Meet the Agency's Needs: Set up of QHN accounts and education for use of QHN for 25 providers and VA associate care teams. These accounts will provide Grand Junction VAMC care teams the ability to view Veteran Health Information as provided by Community Partners in its Colorado Catchment area. This information is vital for clinical decision making, continuity of care, reduction of duplication of diagnostics and testing, such as labs, and increase the speed of the VA in accessing necessary clinical data in NVCC. This subscription will be utilized as a stop gap measure during the planning phase of the VLER integration project with QHN. Total cost of subscription is $26,900.00. The period of performance will be 8 months. Requested award date is 1 September 2014. 3.Statutory Authority Permitting Other than Full and Open Competition: ( x ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; ( ) (2) Unusual and Compelling Urgency per FAR 6.302-2; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert Services per FAR 6.302-3; ( ) (4) International Agreement per FAR 6.302-4 ( ) (5) Authorized or Required by Statute FAR 6.302-5; ( ) (6) National Security per FAR 6.302-6; ( ) (7) Public Interest per FAR 6.302-7; 4.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): This contractor is the only contractor that has a health network in Western Colorado across 9 Counties and serving over 85% of VA Community Partners, including organizations representing the largest referral base of Grand Junction VAMC. QHN provides access to Health Information for Veterans improving the quality of care, speed of communication and collaborations with the local health care community. Additionally, this service is not offered by any other organization with these community partners as part of their network and with access to Veteran information served by the community in our catchment area. This is a highly specialized service and would reduce duplication of Veteran Services and reduce unacceptable wait times and communication barriers in the receipt of Veteran health records from community partners. Currently, there is no ability to electronically receive health records from Veterans, as QHN and VLER have not integrated. This integration required QHN to change technologies, re-activate eHealth Exchange and improve their technological platform. This will not be available for full VLER integration and requires a planning period to extend to June 2015.The QHN subscription provides an interim and short term solution for the receipt of information. Sole source is appropriate as QHN is the identified network with the necessary health information and technology to integrate with the VLER and VA eHealth exchange systems to improve communications with the community. Brand name restrictions do not appear to relate the purchase of QHN subscriptions. Current lack of an electronic format for receipt of information from community partners serving Veterans through VA contract NVCC or otherwise creates a delay negatively impacting care and consult procedures. 5.Description of Efforts Made to ensure that offers are soli cited from as many potential sources as deemed practicable: VLER was contacted to identify area health networks appropriate to support an electronic transfer of Veteran Health Information. QHN was identified as the appropriate organization to support receipt of information in a secure manner and as appropriate for long term planning for the exchange of information. No other organization in Western Colorado provides access to the majority of community partners health information, serving Veterans health care needs. Search of the local community services for health information was completed yielding no results. If additional organizations provide this service, that are able to integrate with VLER, they will be considered by VLER. 6.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Determination of Fair and Reasonable pricing will be determined prior to award. 7.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research included a review of local communities providing health information. VLER is the resource to identify appropriate networks.
