Description
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Center for Genetic Resources Preservation (NCGRP), Plant Germplasm Preservation Research Unit (PGPRU) in Fort Collins, CO intends to negotiate a sole source contract with PerkinElmer Health Sciences Inc., located in Shelton, CT, for a Dynamic Mechanical Analyzer (DMA). Based on market research, PerkinElmer's DMA 8000 is the only DMA that can meet the Government's requirements. This DMA is suitable for use with a range of non-uniform sample geometries including small seeds, that are ~3mm long, and spores with powder qualities. It allows for cooling at adjustable rates with a maximum rate of at least 20 o C/min, as well as allows for quench cooling of samples before heating runs. PGPRU currently uses a PerkinElmer (PE) DSC8000, a PE Diamond DSC, several PE DSC7s, and a PE DMA7, all of which operate with PerkinElmer's Pyris Software. The analysis software on the DMA 8000 is also Pyris Software, which allows for data compatibility. The unique features of PerkinElmer's DMA 8000 and the data requirements of the research unit create the need to negotiate a sole source award for the procurement action described above. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide equal or superior services are encouraged to identify themselves and provide a substantive statement, with descriptive literature and any other supporting information, to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this notice will be considered by the Government to determine if more than one firm can meet the Government's requirements and is capable of providing equal or superior services.
