- Pursuant to the authority of FAR 13.106-1(b) (1) (i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Pacific Behavioral Health Collaborating Council (PBHCC) 790 Governor Carlos G. Camacho Road Tamuning, Guam 96913 The Contractor must process a firm understanding and demonstrated knowledge of the interworking's of the six US-affiliated Pacific Jurisdictions of Guam, American Samoa, the Commonwealth of the Northern Marianas (CNMI), the Republic of the Marshall Islands (RMI), the Republic of Palau (ROP), and the Federated States of Micronesia (FSM). The Contractor will help SAMHSA develop a Center for Excellence (COE) in the Pacific. The Contractor shall: 1) Conduct an assessment of the unmet needs of the existing workforce as well as identify the gaps in the workforce skills that need to be addressed, and develop a plan to provide/access training opportunities to improve and expand workforce skill sets. 2) Identify gaps in jurisdiction-specific infrastructure necessary to sustain program services and activities (e.g., personnel and contracting systems); identify models for well-defined administrative structure and leadership; and identify model policies and protocols, and provide support for the members' workplans to build and sustain the programmatic structure necessary to improve community health and wellness. 3) Identify workable models that are/can be implemented in each Jurisdiction to develop and support financial management teams utilizing sound accounting practices to ensure accountability for current funding and provide a solid management base from which to explore additional and alternative funding sources and respond to financial reporting requirements. 4) Identify workable models that are/can be implemented in each Jurisdiction to develop and support grant management teams responsible for meeting all deadlines, compiling required reports, developing a continuous quality improvement process, developing structured policies and protocols necessary to ensure appropriate utilization of grant funds, and coordinating the collection, synthesis, and analysis of Pacific-specific data.
