Description
The U.S. Fish and Wildlife Service, Region 3 is seeking the submittals of Standard Form (SF) 330 Architect-Engineer Qualifications for Marine design services. This contract is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. Work to include development of specifications and contract drawings for a 56 foot Aluminum Fisheries Research and Assessment vessel that will operate in the freshwater of the Great Lakes. The vessel will be capable of mid-water and bottom trawling lifting gill nets and performing hydroacoustics sampling. The resultant contract will be a firm fixed price. This announcement is set aside for small business concern. The North American Industrial Classification System (NAICS) code is 541330. The small business size standard is $35.5 Million. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance. (1) Professional Qualifications - demonstrated firms will be evaluated in accordance with Brooks Act procedures for professional services. Qualified firms should submit Standard Form (SF) 330 to reflect professional qualifications and past experiences through past projects and training/certifications received by designers. (2) Specialized experience - Describe and list projects and experience in Marine design of fisheries research and assessment vessels. (3) Capacity to Accomplish the Work - Provide availability and experience of marine designers and (4) Past performance - Demonstrate performance on contracts with government agencies and private industry in terms of quality of work and provide references to verify the quality of design.
