- Wage Determination (WD) Statement of Work (SOW) This is a combined synopsis/solicitation for commercial service prepared in accordance with FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number FA4664-14-R-0005 is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73, effective 29 April 2014 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20140512. It is the offeror's responsibility to be familiar with the applicable clauses and provisions. This RFP is issued as a 100% small business set-aside and fixed-price with economic price adjustment acquisition. The applicable North American Industry Classification System (NAICS) code is 515210 with a small business size standard of $35.5 million. The contractor shall provide all personnel, transportation, equipment, tools, parts, materials, supervision and other items or services necessary to provide television services to an existing Government-owned 42 Channel Head-End system serving 737 drops at March Air Reserve Base (ARB), California in accordance with the Statement of Work (SOW) which is an attachment to this notice, and shall be made part of any contract award resulting to this solicitation. The Government shall award a contract to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures, utilizing the Lowest-Price-Technically-Acceptable (LPTA) source selection process. To ensure timely and equitable evaluation of proposals, offerors must comply with instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this RFP. The following factors shall be used to evaluate the proposals: (1) Technical Acceptability, and (2) Price. Technical acceptability shall be evaluated on an acceptable/not acceptable basis in meeting all of the requirements as listed on the SOW. To be rated technically acceptable, offers may not take any exception to the SOW, and include a technical capability statement addressing how you will meet the requirements of the SOW, including copies of required contractor personnel licenses and applicable television service franchise agreement/license. Proposals without these requested supporting documents shall be determined not acceptable, and therefore no longer be considered for further evaluation and contract award. Price evaluation shall be based on the lowest reasonable, balanced, and overall total evaluated price offered in the proposal. Price will always be an important factor; therefore offerors should make diligent efforts to control costs and submit fairly priced proposals as each offeror's offered price will be evaluated for reasonableness. The period of performance is for a total of 5½ years to include one (1) base year, plus four (4) 12-month options, and one 6-month extension of services, if all these options are exercised by the Government. Proposed prices shall include itemized line item of service being offered, and pricing or unit prices for each offered line item. Offered prices shall be projected and totaled for the 5½-year period of performance to arrive at the overall total offered price. Proposed prices shall be fixed-price for each of the base and option years, subject to future economic price adjustments based on increases or decreases in published or otherwise established and regulated television franchise prices. The government reserves the option to increase or decrease the number of TV drops as necessary for the convenience of the Government. Evaluation of proposals and contract award may be made without discussions with the offeror(s). In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Lack of registration will make an Offeror ineligible for award. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any proposal preparation costs.
