- The U.S. Environmental Protection Agency (EPA), Office of Acquisition Resource Management (OARM), Emergency Response Service Center (ERSC) on behalf of EPA's Office of Research and Development (ORD) in Cincinnati, Ohio and under the authority of FAR Part 6.302-1 using NAICS Code: 511210 intends to award a sole source procurement to DNASTAR for the purchase of six (6) Annual Lasergene Service Plan Licenses - Full Suite for a period of performance of one year. Each license includes one (1) year of software updates, upgrades and technical support. DNASTAR is the only entity that can provide service and support for its own software that is currently being used by ORD. EPA knows of no other entities that have access to the software code,or that can provide updates, upgrades or technical support for their software as well. If there are any known entities that can provide such service, please submit your capability statement to the Contracting Officer at: scott.elaine@epa. gov no later than 12 noon, EST on Monday August, 18, 2014. FAR Part 13.106-(1)(iv)(b) gives the Contracting Officer discretion not to compete this requirement.
