- Description
- The Federal Aviation Administration (FAA), William J. Hughes Technical Center (WJHTC), located in Pomona, NJ has a requirement for construction. This work is to include but is not limited to: Re-stabilize aggregate base course of existing road and K-9 Facility driving surfaces then capping with 3" minimum asphalt driving surface. (Approximately 21,000 sq. yds. surface area). The work is to be accomplished by utilizing Full Depth Reclamation (FDR) with the use of additives for stabilization as well as areas where box-out and replacement of base materials will be required. Also included are: all drainage and controls and repairs, concrete curbing and concrete pads, raising of hand-holes, exposing of existing high voltage electrical, installation of split duct over existing high voltage and concrete duct bank, and other task as per contract drawings and specifications. In addition, the select contractor will be responsible for all traffic controls. Including providing steel plating as needed to ensure roads and buildings are accessible and passable for limited traffic and emergency vehicles at all times with a minimum width of 10 feet. Importing and exporting of fills and asphalts, all security requirements and escorting as well as any coordination of and hiring of various trades associated with the paving and restoration project. The FAA anticipates award of a Firm Fixed Price Contract by the end of September, 2014. Award of this requirement will be made to the responsible lowest price, technically acceptable offeror. Interested Companies are reminded of the following: (a) The FAA is not seeking or accepting unsolicited proposals; (b) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (c) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense North American Industry Classification System (NAICS) Code The Principal North American Industry Classification System (NAICS) code for this requirement 237310 Highway, Street, and Bridge Construction. Depending on the outcome of this market survey, the FAA may decide to do a full and open competition or set aside the procurement for small businesses or services-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA's 8(a) program. Potential sources are cautioned that no further announcement may be made if a competitive small business set-aside is determined. Submittal Requirements for Market Survey Interested companies are required to submit the following: (a) Capability Statement: Please provide a capabilities statement that demonstrates past experience. Please include reference to contracts you currently have, or have had in the past three (3) years, and provide the following information for each: a. Agency b. Period of performance c. Contract dollar value d. Point of contact with phone number e. Submit a summary of your firm's capability in meeting the FAA's requirement. Please include: (a) Corporate experience with this type of work, (b) Any additional information to assist the FAA in planning the acquisition strategy. The Capability Statement should not exceed five (5) pages in length. (b) Business Declaration: Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable.
