- NASA/ARC is hereby soliciting information about potential sources for Maintenance and Repair of Electrical Equipment. The U.S. Army Aeroflightdynamics Directorate (AFDD) operates a leased wind tunnel facility for basic helicopter research at NASA Ames Research Center. A number of electrical motors and generators are used for various functions as part of wind tunnel operations. Some of these functions include, but are not limited to: supplying variable frequency power to helicopter model rotors, supplying motion control to turn tables and traverses, and opening and closing air exchange doors. This requirement is for the maintenance, cleaning, inspection, and repair of electrical equipment needed to operate the wind tunnel facility. This effort will focus primarily on the following electrical equipment listed below: 1)Synchronous motor a.Manufacturer: Allis Chalmers b.1800 HP c.123.8 Amps, 3 Phase, 60Hz, 720 RPM d.Excitation 250 Volts, 24 Amps rated load e.Serial Number: 134177 2)DC Generator a.Manufacturer: Allis Chalmers b.1270KW, 600 Volt, 720 Volt c.2120 Amps shunt wound d.Excitation 250 Volts, 8.3 Amps e.Serial Number: 134178 3)Main Drive a.Direct Current b.Manufacturer: Allis Chalmers c.1600 HP d.600 Volt, 260 RPM e.2120 Amps shunt wound f.Excitation 250 Volt, 13.5 Amp g.Serial Number: 134167 This effort will also support other rotating electrical equipment listed below: 4)Variable Frequency Generator made by Piller Motor: a.Serial Number: 14135999/1985 b.440 Volt, 770 Amp c.318KW 5)Variable Frequency Generator made by Piller Generator: a.Serial Number 1414835/1985 b.625 Volt, 277 Amps, 500 Hz, 300 KVA 6)GE Induction Motor: a.Serial Number: 5M284B894, 5M225A758 b.208 Volt, 23 Amp Inspections will consist of using visual and other inspection techniques. AFDD requires oil samples be taken on all three units and vibration measurements done on the synchronous motor and DC generator. Heat signatures and resistance readings will be taken when appropriate. All required items for oil sampling, measurements, and monitoring shall be provided by the vendor. Cleaning will consist of removing dust/debris from the aforementioned rotating equipment using approved industrial techniques while adhering to State, Federal, and NASA Safety Standards. All items used in cleaning will be disposed of by the contractor at no cost to NASA unless otherwise specified. NASA/ARC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the Electrical Cleaning procurement. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Interested Parties having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
