- Description
- The Department of the Army intends to sole source the services described below to Mayflower Communications Company Inc., 20 Burlington Mall Rd, Burlington, MA 01803, in accordance with FAR Subpart 6.302-1 on a cost-reimbursement plus award-fee type contract. The contractor will perform the technology transition of High Sensitivity M-Code Receiver (HSMGR) technology to MITRE Corp. Federally Funded Research Development Center (FFRDC) by porting the software to the FFRDC Global Navigation Satellite System (GNSS) Test Architecture (GNSSTA) Software Defines Receiver (SDR)simulation platform and validate the contractor's results tracking simulated M-code signals with these enhancements and comparing it with conventional tracking system in the FFRDC GNSSTA SDR simulation platform. The contractor will provide the government insights and lessons learned on the effectiveness of the SDR open architecture approach, as well as a risk reduction asset for a possible Ground Base GPS Receiver Application Module (GB-GRAM) Type I Form Factor card development. The Contractor will design and fabricate a new Field Programmable Gate Array (FPGA)-based GB-GRAM Type I Form Factor printed circuit card based on Xilinx Zynq 7 series. The objectives of the new hardware will be to develop a hardware demonstration platform that provides the processing resources to implement a Advanced Encryption Standard (AES) based M-Code Receiver prototype. The Navigation Warfare (NAVWAR) compatible M-code receiver prototype is assumed to have 24-tracking channels (12 L1 and 12 L2), multiple acquisition channels, and digital interface to support integration with NAVWAR Electronic Protection (EP) and Electronic Support (ES) functions. This Software Define Receiver (SDR) - based GB-GRAM Type I form factor hardware will support: (a) field evaluation and demonstration of the HSMGR technology, (b) provide the government an open architecture development asset for future multi-GNSS receiver technology demonstrations, (c) demonstrate feasibility of hosting a 24-channel YMCA receiver implementation, (d) validation of M-Code (SDR) digital interfaces with NAVWAR functions, and (e) standard form factor packaging of the above prototype hardware in a GB-GRAM Type I SSI form factor to provide a platform for a full feature M-Code Software-Defined receiver technology demonstration in the later stages of the program. The contractor shall perform an evaluation and demonstration of the synergistic benefits of integrating Chip Scale Atomic Clock/ Common Time Module (CSAC/CTM) precision time technology into military GPS receivers. This entails the modification of the Contractor's NavAssureR (Selective Availability Anti Spoofing Module) SAASM GPS receiver and the High Sensitivity M-code Receiver (HSMGR) prototype for integration with CSAC/CTM. The period of performance is for a one year period. Information received is considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties should send a capabilities statement to Andrew.m.Pilone.civ@mail.mil, NLT 10:00 A.M. EST 28 Aug 2014.
