- Sole Source Synopsis The National Oceanic and Atmospheric Administration (NOAA), Acquisitions and Grants Office (AGO) intends to award a sole source purchase order to Transfinite Systems for the highly specialized radio frequency interference modeling software package, Visualyse, as well as, two years of Annual Maintenance and Support (AMS) for the Visualyse software package and three additional years of AMS for an existing Visualyse license currently in use. The software conducts interference analysis in response to domestic and international spectrum regulatory actions and is necessary to evaluate the potential impact of newly proposed spectrum-reliant applications on NOAA operations as well as to obtain new spectrum for NOAA systems. Visualyse incorporates the necessary International Telecommunication Union (ITU) Recommendations and Regulations, making it the standard for spectrum sharing analysis both domestically and internationally. The Government intends on procuring these items using FAR Part 13. The sole source authority for this action is granted under FAR 13.106-1(b)(1). This notice is issued for informational purposes and not a request for competitive quotes. No solicitation is available and phone calls will not be accepted. A purchase order will not be awarded on the basis of offers received in response to this notice. Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met no later than 15 days from the date of this announcement. Sufficient detail includes submitting documentation that indicates the vendor can provide software that is in compliance with ITU recommendations and regulations. Responses to this notice must be sent via email to Tania.Gates@noaa.gov. No phone calls will be accepted. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no sufficient response is received, the order will be awarded without further notice. A determination by the Government not to compete the proposed action based on responses from this notice is solely within the discretion of the government.
