- OFFERS CAN BE FAX OR SENT VIA EMAIL TO SHARON.WALKER@NOAA.GOV The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA's) National Marine Fisheries intends to award a purchase order for a qualified contractor to work in conjunction with the NMFS/SERO/ and Southeast Fisheries Science Center (Pascagoula Laboratory) to increase and improve communications with the commercial shrimp fishing industry relative to the use and compliance with federal regulations for turtle excluder devices (TEDs) in the shrimp fishery. The Contractor will act as a fishery liaison between NMFS and the commercial shrimp fishery industry. The fishery liaison will also work with the commercial shrimp industry to identify potential TED gear modifications to reduce sea turtle capture, mortality, and to reduce shrimp loss in the shrimp fishery. The Contractor will also improve communication and compliance with bycatch reduction device (BRD) regulations. The Contractor will be responsible for performing outreach workshops throughout the southeast region of the United States (from North Carolina to Texas) to: (1) facilitate two-way communication with commercial fishermen on TED/BRD compliance; (2) conduct outreach on current management measures; and (3) provide feedback on turtle excluder device effectiveness. The Endangered Species Act (ESA) requires NMFS to recover threatened and endangered species under our jurisdiction. The Magnuson-Stevens Fishery Conservation and Management Act in 1996 requires NMFS to manage bycatch in commercial fisheries. BRDs are required in shrimp trawl nets working in the federal waters of the Gulf of Mexico and South Atlantic regions. Due to the complex nature of these TED and BRD regulations, NMFS requires a significant amount of outreach to ensure fishermen understand and comply with these regulations. Communication with commercial fishermen who must comply with these TED/BRD regulations is crucial for ensuring they are aware of, and complying with, the requirements in the TED/BRD regulations. This is a 100 small business set-aside. The NAICS code for this action is 541990. Size standard not to exceed $15M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. The Eastern Region Acquisition Division (ERAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
