- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on August 22, 2014: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $5 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) pulverization, superpave asphalt concrete pavement, aggregate base, subexcavation, concrete curb & gutter, asphalt curb, culvert, and slope scaling. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: CA FLAP CR4F009(1), J.F.K. Memorial Drive : This project is for improvements to John F. Kennedy Memorial Drive in Shasta County from the intersection with State Route 299 to the Brandy Creek Bridge for a total length of about 4.7 miles. The project site lies in the Whiskeytown National Recreational Area near Redding, CA. It is in a natural setting with high visitor traffic during the summer months requiring a an aggressive construction schedule and a carefully executed traffic management plan. The project crosses the Whiskeytown Dam, a U.S. Bureau of Reclamation facility. The proposed improvements to the roadway are: •· To pulverize the existing asphalt; •· To widen it, creating a uniform travel way; •· To excavate unsuitable material and replace with geotextile fabric, drains, and backfill; •· To scale slopes to reduce rock fall; •· To replace guardrail along the dam with new guardrail, stained to meet color requirements; •· To pave asphalt dike, and concrete curb and gutter; •· To pave asphalt; •· To install pavement markings, recessed pavement markers, and signage; •· And to improve surface drainage by replacing culverts or installing ones at new locations. A large diameter culvert with concrete headwalls and wingwalls is included in this work. Major work items include approximately: •· 70,000 square yards of pulverization •· 12,000 tons of superpave asphalt concrete pavement •· 7,000 linear feet of stained guardrail with steel posts •· 2,000 to 3,000 cubic yards of subexcavation •· 80 square yards of colored concrete median •· 540 linear feet of colored concrete curb and gutter •· 14,500 linear feet of asphalt curb •· 60 linear feet of 72 inch diameter corrugated metal culvert •· Headwalls and wingwalls for 72 inch diameter culvert, colored concrete •· 520 linear feet of 24 inch to 36 inch diameter corrugated metal culvert •· 7 concrete inlets •· 20 hours of slope scaling •· 1 installation of a wire loop traffic detector It is anticipated this project will be advertised in late fall, 2014 with construction beginning in Spring 2015 and extending through August 2015. The contracting range for this project is between $4 million and $5 million.
