Description
RFQ# HSCG23-14-Q-PBJ002 Description: Emergency Medical Technician Training. This acquisition is being issued in accordance with FAR Subpart 13. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quote number is HSCG23-14-Q-PBJ002. The North American Industry Classification System (NAICS) Code for this requirement is 611699 with a size standard of $11.0 Million. This requirement is a TOTAL SMALL BUSINESS SET ASIDE; submissions that do not meet the small business requirement will not be considered. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-76 effective July 25, 2014. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The U.S. Coast Guard intends to establish a single award Purchase Order for the services detailed in the Performance Work Statement (PWS). FAR 52.212-1 Instructions to Offerors - Commercial items (April 2014) and is supplemented as follows: Offerors shall submit an electronic version of their quote via up loading to FBO NLT August 20, 2014 at 11:59 PM ET and shall contain the following information: Solicitation Number; Name; Address; Telephone Number of Offeror; Terms of the expressed warranty; Price, DUNS number, and acknowledgement of all solicitation amendments. Offerors that fail to furnish the required information, or reject the terms and conditions of the solicitation may be excluded from consideration. Offerors shall submit a description of the course they are offering, IAW CLIN 0001, which should also include dates and locations available for USCG students to attend. Offerors shall submit three (3) past performance references. Offerors shall submit their Firm Fixed Price quote per course that is inclusive of all tuitions and fees. System for Award Management (SAM) - Offerors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. CLIN 00001 The Contractor shall provide all training and materials to properly train Coast Guard personnel on EMT training in accordance with U.S. Department of Transportation (US DOT) National Emergency Medical Services (EMS) Education Standards and National Standard Curricula (NSC) (http://www.ems.gov/EducationStandards.htm). The vendor must be within fifty (50) miles of an international airport. The course must accommodate thirty (30) students and be no longer than fourteen (14) days in length. The Contractor's facility must be within thirty (50) miles of a Pearson VUE authorized testing facility capable of online testing for the National Registry Emergency Medical Technician (NREMT) certification. The students shall complete the NREMT examination at the end of the course - prior to completing the Contractor's course. The Contractor shall schedule and pay for any associated examination fees for each student to take the NREMT examination. The USCG intends to award a purchase order to the company whose quote represents the best value to the Government using the Lowest Price Technically Acceptable (LPTA) process. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (End of clause) NOTICE FOR FILING AGENCY PROTESTS It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest. Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for reasons of unusual and compelling urgency or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d) (2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. The United States Coast Guard has a need to procure training services for Emergency Medical Technician training to meet the demands of Coast Guard ship, shore, and aviation units. 1.2 BACKGROUND. Coast Guard EMT (Emergency Medical Technician) training is needed to prepare certain enlisted personnel with the skills to provide emergency assessment, treatment, and transport of the sick and injured. Trainees typically include, but are not limited to, Health Services Technicians, Aviation Survival Technicians, and members of other ratings involved in operational missions likely to encounter victims of severe trauma or illness. The National Registry of Emergency Medical Technicians has maintained four general levels of care provided to the public. Each level of care has a specific Scope of Practice, which is "a description of what a licensed individual legally can, and cannot, do." The 2009 National EMS Scope of Practice Model was established by the National Highway & Traffic Safety Administration (NHTSA) updated the required levels of care to meet the vision for the future of EMS in the United States. The four updated levels consist of the Emergency Medical Responder (EMR), Emergency Medical Technician, Advanced Emergency Medical Technician, and Paramedic. On January 1, 2012, the NREMT no longer offered cognitive or psychomotor skills testing at the EMT-Basic level. As a result, students attending the Coast Guard Emergency Medical Services (EMS) School were unable to test for their certification at the EMT-Basic level. It was proposed the Coast Guard would teach and certify personnel to the EMR level. A review to determine the appropriate level of training was conducted; the Coast Guard determined that EMT was the appropriate level of training to be provided at the Coast Guard EMS School. As a result, the CG EMS School modified the curriculum mid-year, increasing course length from 3 to 7 weeks. The increase in course length dropped throughput to nearly half. 1.3 CONTRACTOR PERSONNEL. 1.3.1 Qualified Personnel. The Contractor shall provide qualified personnel, with minimum certifications as a NREMT; it is preferred that the instructors have further qualifications to include nurse practitioners, physician assistants, and/or paramedics. The Contractor must be familiar with providing EMS care in the austere environments in which the Coast Guard routinely operates (i.e., high seas). The contractor shall maintain a minimum ratio of one instructor for every six students for all practical exercises. 1.3.2 Project Manager. The project manager shall be a single point of contact for the contracting officer (KO) and the contracting officer's representative (COR). 1.3.2.1 The project manager shall be available to the COR via telephone between the hours of 0800 and 1600 ET, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within four hours of notification. 1.4 PERIOD OF PERFORMANCE. Shall be no longer than 14 calendar days for resident training. Training shall be completed before 30 September 2014. 1.5 PLACE OF PERFORMANCE. The primary place of performance will be contractor's facility. 1.6 HOURS OF INSTRUCTION. Each class shall be no longer than 14 calendar days of resident training, Sunday through Saturday. 2.0 GOVERNMENT TERMS AND DEFINITIONS 2.1 United States Coast Guard - USCG 2.2 Contracting officer - KO 2.3 Contract Specialist - KS 2.4 Contracting Officer Representative - COR 3.0 GOVERNMENT FURNISHED ITEMS. The government is responsible for transporting the students to and from the Pearson VUE testing facility. 4.0 CONTRACTOR FURNISHED RESOURCES. The Contractor shall furnish all facilities, materials, equipment, and services necessary to fulfill the requirements of this contract, except for the Government Furnished Property specified in this performance work statement. 4.1 Contractor shall furnish, manage, and distribute any distant learning or precourse material. 5.0 REQUIREMENTS. The Contractor shall provide all training and materials to properly train Coast Guard personnel on EMT training in accordance with U.S. Department of Transportation (US DOT) National Emergency Medical Services (EMS) Education Standards and National Standard Curricula (NSC) (http://www.ems.gov/EducationStandards.htm). The contractor shall verify students have a complete understanding of course objectives. 5.1 EMT Course. The vendor must be within fifty (50) miles of an international airport. The course must accommodate thirty (30) students and be no longer than fourteen (14) days in length. The Contractor's facility must be within thirty (50) miles of a Pearson VUE authorized testing facility capable of online testing for the National Registry Emergency Medical Technician (NREMT) certification. The students shall complete the NREMT examination at the end of the course - prior to completing the Contractor's course. The Contractor shall schedule and pay for any associated examination fees for each student to take the NREMT examination. 5.2 Clinical Hours. Students should observe emergency department operations for a period of time sufficient to gain an appreciation for the continuum of care. Students must perform ten (10) patient assessments. These can be performed in an emergency department, ambulance, clinic, nursing home, doctor's office, etc. A clinical setting is required, patient contacts shall be performed on an actual patient and not on a simulated (standardized) patient.
