- Description
- The Office of Acquisition and Agreements Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory/Microscopy and Microanalysis Research Group, intends to negotiate on a sole source basis with Coherent, Inc. of Santa Clara, CA, for a Verdi G18 OPS Laser-Diode System, an upgrade to an existing materials four-wave mixing laser system. The Material Measurement Laboratory's Microscopy and Microanalysis Research Group conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale features or monolayer/multilayer films. To meet mission requirements, the MMRG requires the Verdi G18 OPS Laser to upgrade NIST's existing Material Four-Wave Mixing Laser System, the RegA 9050. The upgrade of the existing system components will enable repetition rates to be increased from the current 250 kHz up to 800 kHz, and increase the useable power levels of the existing system. This acquisition will allow the Group to make improvements in the technology of the measurement tools and techniques for the microanalysis of materials systems and imaging and analysis of inorganic/organic nanostructure and morphology. The purchase of this laser system upgrade is necessary to permit the imaging and analysis of low damage threshold samples such as organic/inorganic nano-composites, biofilms, compacted powders and fibers. Sole source determination is based on the following: The existing laser system and the required upgrade are commercial items that were both manufactured by Coherent, Inc. Coherent has proprietary rights to the existing equipment and is the sole manufacturer and distributor of all equipment. Coherent has no authorized resellers or service providers, therefore, only they can supply the required equipment and guarantee that the upgrade will be fully compatible with the existing equipment and software. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by August 28, 2014, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
