Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-51LA-S-14-0011 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-74. The NAICS code applicable to this acquisition is 332410. For a company to qualify as a small business, the small business standard is 500 employees or less. The USDA, ARS, MWA, NCAUR, Peoria, IL has a requirement/need for a contractor to provide, deliver and install a High pressure steam boiler to assist the Bionenergy Research Unit with their biomass conversion research. The boiler must meet the following technical specifications: 1) The boiler must be a completely packaged, skid mounted unit with all components mounted/attached to a common framework. All necessary gauges, valves, switches, electrical hook-ups and controls, plumbing, insulation, supporting framework, and safety controls/components shall be fully assembled and operationally interconnected, and be of sufficient quality to fully, reliably, safely, and easily operate after connection to electrical power, fuel supply, vent, and water supply/return. 2) The boiler must be a 10 BHP (boiler horsepower) four-pass vertical type steam boiler design with a high steam storage capacity and a large steam generating surface. 3) The boiler shall be registered with the National Board of Boiler and Pressure Vessel Inspectors. 4) The boiler shall be designed to utilize #2 fuel oil and operate at 250 psi and be trimmed at 300 psi with a steam output greater than 300 lbs/hr. 5) The steam chamber shall cover the entire top of the boiler cross-section and incorporate convection rods to insure quality dry steam output. 6) The boiler shall allow for simple hook-up to fuel, 115V/6OHz/1-phase electrical supply, vent, and water supply/return connections during installation. Plumbing hook-up fittings shall be standard NPT type. 7) Maximum dimensions of skid unit shall be 88" length X 48" wide X 79" tall. 8) Boiler, burner, and trim shall meet all applicable ASME, UL, and NEC standards, including ASME CSD-1. 9) Boiler shall incorporate a forced draft type burner with a burner mounted pressure atomizing oil pump and a 10,000 volt transformer supplied direct spark oil ignition system. 10) Boiler must have a water cooled furnace crown and the burner must fire into a water cooled furnace area and furnace gases shall not pass under the bottom mud-ring of the boiler. 11) An ASME manufacturers' data report shall be included with installation, operation and maintenance manual(s). Manufacturer must provide a wiring schematic in the boiler control panel. 12) Boiler supplier must have a fully factory authorized service representative located near Peoria, Illinois. Cost must include freight to NCAUR in Peoria, Illinois. Cost shall include start-up, combustion set-up and analysis, and commissioning by a factory trained representative. 13) Boiler shall include a completely factory plumbed and wired skid-mounted feed-water system including a 30 gallon stainless steel tank, stand, feed-water pump sized to feed a 10 BHP boiler operating at 250 psig, suction and feed-water piping, gauge glass assembly, temperature gauge, and self-contained temperature regulating feed-water pre-heater assembly with pressure reducing valve, strainer, and check valve. 14) Unit shall include a boiler-skid mounted blow-down separator complete with after cooler and self contained temperature regulator. 15) The boiler unit shall include a skid mounted, fully plumbed and wired Simplex rotary gear type oil circulating/supply pump. 16) The boiler shall include feed-water stop and check valves, and one each of slow and fast opening bottom blow-down valves, all fully complying with ASME code. 17) To provide ease of servicing, the boiler shall have a mid-height, center mounted burner location, and removable access plates with brass nuts allowing access to the fireside heat exchange areas from the top and bottom of the boiler. 18) The boiler shall include a stack damper on the burner exhaust outlet. 19) Specific components must include a Honeywell operating pressurestat with a 30-300 PSIG range, a Honeywell manual reset high limit pressurestat, a McDonnell & Miller #157 low water cut off/pump control with gauge glass assembly and blow-down valve, a McDonnell & Miller #750 probe type manual reset secondary low water cut-off, and an ASME full capacity Kunkle steam pressure relief valve set at 300 psi DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature (with pictures) describing their proposed equipment with enough detail to ascertain whether the equipment meets the criteria listed above. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead including company DUNS#, detailing the item description, unit price per item, total price and valid for at least 60 days after receipt of quote; 2) at least 3 to 5 references. (Government references preferred but will accept commercial references). References shall be provided for the service proposed and if possible include the email address of the person to be contacted; and 3) Offerors shall include a completed copy of the provisions FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, with this offer; a copy of this provision may be obtained at http://www.acquisition.gov/far REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. With the exception of past performance, a technical evaluation will be performed on each quote based soley on the information furnished and not on previous knowledge or associations.
