Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-14-R-0292. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 561730, Size Standard is $7.5 Million. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that total cemetery maintenance is performed at Little Rock National Cemetery in a manner that will maintain healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance throughout. Services include, but are not limited to maintenance of grounds, regular mowing, weed eating, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, maintenance of gravesites and headstones, and the alignment and washing of headstones, headstone installation and maintenance, turf maintenance, plant and tree maintenance, sunken grave repair, trash removal, and janitorial services. All work will be done during normal Federal workdays in daylight hours. Contractor shall accomplish all work in accordance with the technical specifications. Overall work shall conform to the NCA Operational Standards and Measures. The Contractor shall be responsible for: 1.Providing all grounds maintenance services including, but not limited to: regular mowing, edging, trimming, removal of leaves and debris, as well as, sweeping or blowing off roads and sidewalks, cleaning of committal shelters and trash removal. 2.Turf Maintenance: Proper fertilizing, weeding, sodding and seeding of turf 3.Turf surrounding a headstone or marker is trimmed to its recommended height 4.Plant and Tree Maintenance 5.Maintenance of gravesites and headstones 6.Headstone cleaning and maintenance 7.Headstone Setting and Alignment 8.Sunken grave repair 9.Provide a safe working environment for Contractor, cemetery staff and general public 10.Janitorial service for Maintenance, public restroom and 11.Ensuring all work conforms to the NCA's established National Standards. Location: Little Rock National Cemetery 2523 Confederate Boulevard Little Rock, AR 72206 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See Provision 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Past Performance; (2) Technical Qualifications; and Price.
