- Amendment A0002 ***********AMENDMENT A0002************* Amendment A0002, released 8/14/2014 adds the Fundamental Alteration Exception attachment and a question and answer attachment. ********END AMENDMENT A0002************* ***********AMENDMENT A0001************* Amendment A0001, released 8/7/2014 clarifies the requirements for bidding on this RFP. Specifically, it clarifies that a vendor must be able to bid on all scanner sizes to be eligible for award. ********END AMENDMENT A0001************* ********NOTICE OF RESOLICITATION********** This solicitation is a revision of HSBP1014R0038. Certain material changes in the requirement were so significant as to warrant the cancellation and issuance of a new solicitation in accordance with FAR Part 15.206(e). Requirement changes include, but are not limited to, operating and storage temperature ranges, scanner dimensions (medium scanner), image capture and storage requirements, conveyor system requirements, and computer operator's station requirements. The Statement of Work has been updated to reflect changes. Vendors that bid on HSBP1014R0038 must bid separately under this solicitation to be considered. No selection will be made from that earlier solicitation. ***********END OF NOTICE****************** (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), and supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a further written solicitation will not be issued. (ii) This is issued as a request for proposals (RFP). The RFP form is attached. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. Referenced FAR clauses can be found at www.acquisition.gov. (iv) This synopsis/solicitation is issued with full and open competition under the NAICS 334517 for "Irradiation Apparatus Manufacturing". (v) This RFP is for baggage scanners for the Non-Intrusive Inspection program. The attached Statement of Work provides details. (vi) Specific requirements are outlined in the attached RFP (HSBP1014R0038-A). The result of this RFP will be the establishment of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract between the U.S. CBP agency and the service provider. Multiple IDIQ awards may be made on this RFP. (vii) Supplies and services will be requested via task orders for certain places or time periods on an as-needed basis. (viii) FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) 52.212-2, Evaluation-Commercial Items is included. The contract will be awarded according to a lowest priced, technically acceptable analysis as outlined in the attached RFP document. (x) Please include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with any offer, unless already registered as active in the System for Acquisition Management (SAM) at www.sam.gov. (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Additional clauses cited by that clause are applicable and can be found in the attached RFP. (xiii) All other terms and conditions can be found in the RFP.
