- Requirements Document Package Sorting Machine Scale Parameters Request for Information (RFI) Document The United States Postal Service (Postal Service) is issuing a Request for Information (RFI) for the purposes of conducting a market survey and prequalifying suppliers. The primary objective of the RFI is to identify and analyze industry sources of weigh-in-motion scale(s) capable of a number of scenario solutions to improve the tolerance of the Postal Service existing in-motion weighing systems. The Postal Service is interested in finding scale manufacturer(s) who are qualified and capable of meeting the challenge. Therefore, you are invited to submit a response to this RFI to include marketing materials, potential solutions, specific responses to requested information and all other relevant information you deem appropriate to address your ability to provide these services. This RFI is for informational and prequalification purposes only. The Postal Service does not intend to award a contract on the basis on this RFI and may or may not issue a solicitation for the requirements described. Additionally, this RFI does not commit the Postal Service to pay any cost for the preparation and submission of a response to this published RFI. PROBLEM STATEMENT/REQUIREMENTS This effort supports the Postal Service's strategic initiative to increase the accuracy and precision of the existing automated package sorter equipment; primarily the Automated Package Processing System (APPS) machines and the Automated Package and Bundle Sorter (APBS) machines. The objective of this project is to obtain new scales for the existing APPS in-line scale or add scales on each sorter induct on the APPS and a replacement for the scales on the APBS inducts each with a measurement tolerance of +/- 1.0 oz. 99.7% inclusive. GENERAL INSTRUCTIONS The Postal Service is interested in identifying sources of supply capable of fulfilling the requirements identified in the attached Postal Service Requirements Document - Package Sorting Machine Scale Parameters dated August 07, 2014, Rev. 1. TECHNICAL REQUIREMENTS Please refer to attached Postal Service Requirements Document - Package Sorting Machine Scale Parameters dated August 07, 2014, Rev 1. Response Instructions and Guidelines: The Postal Service requests that responses to this RFI be no more than 8 pages in total length for all questions, using 1 inch margins and 11 point font. Please indicate the question being addressed (e.g., a, b, c, and 1, 2, 3, 4 & 5). Questions regarding the content of this RFI must be submitted to the email address provided. The Postal Service will not pay for information provided under this RFI, and the Postal Service will not provide reimbursement for costs incurred in responding to this RFI. This RFI does not constitute a solicitation for proposals, and the Postal Service is not accepting applications for financial assistance or financial incentives under this RFI. Responses to the RFI will be treated as informational only and will not be viewed as a binding commitment for the respondent to develop or pursue the project or ideas discussed. Respondents to this RFI should not anticipate feedback regarding their submissions; other than acknowledgment of receipt, provided a submitter requests such an acknowledgement. The information provided in this RFI is subject to change and is not binding on the Postal Service. All submissions become the property of the Postal Service and will not be returned. Responses to this RFI must be submitted in Microsoft Word (.doc or.docx) or Adobe Acrobat (.pdf) format and attached to an email addressed to, Marie J Headley - US Postal Service Merrifield, VA Marie.J.Headley@usps.gov (703-280-7207- office) no later than 01:00 p.m. EDT on August 29, 2014. Response Guidelines Interested parties are requested to submit a statement of capability outlining their understanding of the current industry capabilities as well as their own capabilities and past work that is related to this RFI. The statement of capability should include: a. Company name, mailing address, e-mail address, telephone and facsimile (fax) numbers, website address (if applicable), and the name, telephone number, and email address of a point of contact having the authority and knowledge to clarify responses with a Postal Service representatives. b. Description of your organization's knowledge of the weigh-in-motion scale industry, including current products that would potentially meet the Postal Service's requirements as defined in the Postal Service Requirements Document - Package Sorting Machine Scale Parameters dated August 07, 2014 c. Description of your organization's knowledge of and experience in the prototyping of technical solutions for projects similar to the project described in Postal Service requirements as defined in the Postal Service Requirements Document - Package Sorting Machine Scale Parameters dated August 07, 2014 Define capabilities and resources available to provide the following in fulfilling the Postal Service Requirements Document - Package Sorting Machine Scale Parameters dated August 07, 2014, Rev. 1. 1. Production - facilities, manpower, and manufacturing capabilities for production volume in the hundreds/thousands of units 2. Engineering - product developments, modifications needed to satisfy stated requirements, including biometric data capture/formatting and durability 3. Training - ability to provide instruction in proper product use and troubleshooting 4. Maintenance - ability to provide product repair or preventive maintenance 5. Warranty - types of product warranty(ies) available RESTRICTIONS ON DISCLOSURE AND USE OF DATA If the response contains any information or data deemed to be confidential in nature, such information or data must be clearly marked as such as outlined below. The Postal Service does not intend to share any information outside of the Postal Service. Responding parties that include in their response to this RFI, data that they do not want used or disclosed by the Postal Service for any purpose other than market survey may take the following steps: a. Include on the front page or in the introductory material of their response the following: "This response includes data that may not be duplicated, used, or disclosed outside the Postal Service - in whole or in part - for any purpose other than to perform market survey. If, however, a contract is awarded to this offeror as a result of - or in connection with - the submission of such data under a response to a Request for Proposal, the Postal Service will have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Postal Service's right to use information contained in the data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets (Offeror insert numbers or other identification of sheets)." b. Mark each sheet of data they wish to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this response."
