Description
This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals under the authority of 41.U.S.C. 253 (c)(1) as set forth in Federal Acquisition Regulation FAR 6.302-1(a)(2)(ii)(A). The government intends to enter into a firm fixed price award with Bruker Biospin Corporation, 15Fortune Drive, Billerica, MA, 01821-3923, DUNS Number 053454575. The National Institute of Neurological Disorders and Stroke (NINDS) Division of Intramural Research, is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. Laboratory of Functional and Molecular Imaging (LFMI) was founded in 1999 with the major goal of developing imaging techniques that provide anatomical, functional and molecular information about tissue function. The specific emphasis is on advancing Magnetic Resonance Imaging (MRI) techniques for analysis of the brain. MRI has grown into a critical imaging tool for anatomical characterization of normal and pathophysiological states in human and animal models. Over the past ten years progress in sensitizing MRI to parameters related to regional blood flow has opened up the area of functional MRI (fMRI). FMRI studies are having a large impact on understanding the localization of neural function in the brain. Purpose or Objective of the Requirement: The LFMI has a requirement to procure an annual cryo cooler maintenance, parts service and support contract for the BT001199, BT001105 AND THE BT001405 units from Bruker, and Four consoles and associated probes are covered by this service contract. This is the 14T Bruker-Biospin Avance MRI, the 4.7T Bruker-Biospin Avance MRI, the 9.4T Bruker-Biospin Avance MRI, and the 7T Pharmascan MRI (System ID BH066706, System ID BT001205, BT00507, and BT001703). Scope of Work Services to be provided are but not limited to the following; The service will include telephone support between the hours of 9:00AM and 5:30PM Eastern Standard Time and the contractor will maintain an inventory of parts for use in service. In those situations where the console is not operational, repair parts to will be shipped to the NMRF using overnight carrier services. After repairs are complete, defective components will be shipped back at the expense of the contractor. If replacement parts are required, they will be provided readily without delay on an exchange (refurbished) or new part basis. All parts will be warranted for a reasonable time period after installation. Additional materials necessary for engineering changes that is developed and mutually determined to be appropriate for the scanner will be available also. As Bruker releases software updates for formally licensed Bruker applications, updates will be provided. Software defects or other significant problems will be corrected as soon as possible though effective, mutual, communication regarding the steps taken or plan to take to repair instrument. Small businesses are encouraged to respond to this notice if they are capable to meet the needs of this requirement. Written responses to this notice shall contain sufficient documentation to establish a bonafide capability and compatibility to fulfill the requirement. A complete statement of work is attached for reference. The intended procurement will be classified under North American Industry Classification System Code 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing with a size standard of 500 employees. The Government shall consider all responses received prior to the close date of this announcement. All responses must be received no later than August 25, 2014 at 1:00PM, Eastern Standard Time.
