- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: International Initiative for Mental Health Leadership (IIMHL) 17 Wilder Street Keene, New Hampshire 03431 SAMHSA is seeking annual membership to the IIMHL, for a 12month base period (9/30/2014 through 09/29/2015) and three 12-month option periods, in exchange for behavioral health services best practices and innovations at the scale of national implementation. SAMHSA is a founding member of the IIMHL, a professional organization for behavioral health leaders and providers in the United States, England, New Zealand, Canada, Australia, Scotland, Ireland and Sweden. IIMHL is a "Government-to-Government" initiative, funded by the eight participating Governments of each country. SAMHSA has the delegated program authority under section 307 of the PI-IS Act to participate with other countries in cooperative endeavors in, among other things, health services outreach. SAMHSA also has appropriations authority for title III activities with respect to substance abuse and mental health services. IIMHL provides an international infrastructure to identify and exchange information about effective leadership, management and operational practices in the delivery of mental health services. It encourages the development of organizational and management best practice within mental health services through collaborative and innovative arrangements among mental health leaders. IIMHL offers technical assistance to these countries in adapting to rapid changes in the field and identifying and adopting evidence-based practices, and it fosters and supports a network for behavioral leaders and providers in these countries. IIMHL is the only organization focused on services and development of behavioral health policy by the member countries. It is a unique international collaborative that focuses on improving mental health and addictions services. IIMHL provides an international infrastructure to identify and exchange information about effective leadership, management and operational practices in the delivery of mental health services. It encourages the development of organizational and management best practices within mental health services through collaborative and innovative arrangements among mental health leaders. Its purpose is to facilitate nation-state governments exchanging policy and implementation solutions for macro-level behavioral health service issues. It is the only organization which facilitates this unique collaboration between national governments, and in particular, between the involved national governments which maintain sophisticated behavioral health service agencies from which SAMHSA can routinely learn. IIMHL possesses the expertise to identify and assess emerging macro-level issues, and monitor and assess developments for already existing issues. IIMHL possesses the international contacts necessary to successfully obtain data and integrate international collaboration. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement.
