This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The commercial items procedures of FAR Part 12 will be used. The following factors shall be used to evaluate offers: This is a brand name or equal procurement. The Government shall evaluate quotes based on the lowest priced, responsible, technically acceptable offer. The following factors shall be used to evaluate offers (listed in descending order of importance): FACTOR 1: TECHNICAL - The Activation Integration Product Team (IPT) have put forth significant efforts into industry equipment for the new Polytrauma and Blind Rehabilitation Center (PTBRC). a. Quotes offering "equal to" products (including products other than the one described by brand name) will be considered for award if such products are clearly identified in the responses and are determined by the Government to meet fully the all material respects to the products specified; including salient characteristics listed in the RFQ. b. Manufacturer consistency is imperative among identified furniture items. Offerors shall provide "all or nothing" quotes from like manufacturer. Quotes offering BOTH brand name, and "equal" items will receive an unfavorable rating. FACTOR 2: PRICE: The total quote must be fair and reasonable to the Government based on comparison of the proposed prices to the government estimate and comparison of other quotes (market price). EVALUATION: Technical factors are significantly more important when compared to Price. Price will be considered and evaluated in determining the overall best value to the Government. As the technical merits of the quotes become more equal, price may become the determining factor. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
