Description
DRAFT PWS A-K Augusta Comb Srvcs This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any pre-proposal preparation costs. This notice announces the intent of the General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) to issue a solicitation for Operations and Maintenance (O&M), Janitorial, and Ground maintenance services. The contractor shall provide building Operations and Maintenance (O&M) Services for the Savannah Service Center for the below listed buildings. See attached documents for detailed requirements. 1. U.S. Courthouse, 500 Ford St East, Augusta, GA 2. Frank M. Scarlett Federal Building, 805 Gloucester St., Brunswick, GA 3. J. Roy Rowland CT, 100 N. Franklin St, Dublin, GA 4.Prince H. Preston Federal Building, 52 Main St, Statesboro, GA 2. This procurement will be a Competitive Service Disabled Veteran Owned Small Business Set-Aside as determined by the Small Business Administration. The North American Industry Classification System Code (NAICS) is 561210 with a small business size standard of $35.5 million. The period of performance (PoP) is anticipated to include a thirty (30) day transition period, which is anticipated from 1 November 2014 through 30 November 2014, an eleven (11) month base period of performance beginning 1 December 2014 through 31 October 2015, with four (4) one-year options. The requirement will be solicited as a commercial service using FAR 12.6. To be considered for award your company shall obtain a Dun and Bradstreet Number (DUNs). You may obtain this number free of charge at 1(866)705-5711. Your company must also be registered in System for Award Management (SAM) with the appropriate NAICS code for this solicitation, web site: https://www.sam.gov. 3. Proposals Due: Proposals due date is TBD. Proposals ONLY can be submitted via AAS Business Systems (AASBS) Portal, formerly IT-Solutions Shop (ITSS) when the official Request for Proposal (RFP) is issued. To register contact AABS helpdesk at 877-472-4877 or https://portal.fas.gsa.gov. 4. Site Visit/Walk-Through Tours: The site visit/walk-through portion of the buildings will be provided by GSA starting September 3, 2014. The purpose of the meeting is to provide a briefing of the contracting concept, the scope of work, the specifications, and to allow prospective Offerors the opportunity to ascertain the complexities and the location of the services to be performed, along with the general and local conditions which could materially affect conduct of operations and the prices involved. The Government considers attendance vital to the preparation of a competitive proposal. It will enable the Contractor to become acquainted with the areas to be serviced, and to be aware of the specific problem areas which require special attention or services. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers. It is emphasized that it is more advantageous for each offer to have qualified representation at the Pre-Proposal conference. Aside from the scheduled site visit tour referenced above and because of the potential for disruption to governmental activities, particularly in the U.S. Court, and other tenant areas, additional access to non-public areas of the building(s)/facility(s) for inspection purposes may not be possible. Transportation will NOT be provided to the locations. However, GSA will lead the caravan from location to location as best as possible. It will be the contractor's responsibility to find and locate the destination. There is a chance that the order of the site visit may change but the dates will stay the same. The Contractor Officer or designee will provide updated information via email to all that respond with a valid email address. An opportunity will be provided to view all locations. Prospective Contractors are encouraged to make an on-site, in-depth review of the facility(s), equipment, job requirements, etc. The schedule is as follows: Wednesday, September 3, 2014 10:00 AM EST at US Courthouse in Augusta, GA Initial Site Visit Briefing Immediately following the Initial Site Visit Briefing we will conduct facility walkthroughs of the facilities until 3:00 PM EST. Thursday, September 4, 2014 9:00 AM EST at J. Roy Rowland CT in Dublin, GA 1:30 PM EST at Prince H Preston Federal Building in Statesboro, GA Friday, September 5, 2014 9:00 AM EST at Frank M. Scarlett Federal Building in Brunswick, GA (a) Public parking may not available at the buildings. Therefore, the contractor may have to utilize offsite parking. (b) Cellular phones are NOT allowed; please do not bring them into the facilities. (c) A separate site visit or additional site visit will NOT be entertained. (d) Each contractor is authorized to bring a maximum of four (4) personnel to attend the site visit. The maximum number of personnel includes subcontractors on behalf of the Offeror. The type of attendee is at the contractor's discretion and is exclusively the responsibility of the Offeror. (e) NO questions will be allowed or entertained during the site visit. (f) Offeror is solely responsible for all expenses associated with attending the site visit. Under no circumstance will the Government reimburse Offerors for attending site visit. All interested parties desiring to attend the site visit shall meet at 500 Ford St, East, Augusta, GA 30901, at 10:00 AM, Eastern Standard Time (EST) on September 3, 2014. Interested parties that provide confirmation of attendance will receive room location from the Contracting Officer. 5. Please provide notification of attendance to Beth Clark at mary.clark@ga.gov NO LATER THAN August 28, 2014.
