This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein.If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. GSA Schedule Bids Only: Sellers bidding on this opportunity MUST have the items requested on an existing GSA Schedule. The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. Sellers must not bid more than their applicable contract ceiling price, excluding the FedBid Fee, for contract-specific items. If FedBid receives notice that, due to inclusion of the FedBid Fee, the Selected Bid's line item pricing is higher than the Selected Seller's applicable published government contract pricing, the FedBid Fee will be reduced to ensure the Selected Bid's line item pricing does not exceed the Selected Seller's applicable contract pricing. This requirement is a [ Small Business ] set-aside and only qualified sellers may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-08-19 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Atlanta, GA 30303 The DOI NPS SER EAST MABO requires the following items, Purchase Description Determined by Line Item, to the following: LI 001: 1. Background. See attached Statement of Work 2. Required Services. The purpose of this service is to produce one monitoring/scientific/educational film for each Network on Network monitoring projects. The topic for the video will be determined in consultation with the Network but could be limited to highlighting one vital sign or monitoring project for each Network or could be an overview of all monitoring projects that the Network is currently implementing. The contractor shall provide all labor, tools, equipment, materials and supervision required to plan, film, edit and produce a high quality 4 minute high-definition, digital film for online viewing on the Network website and I & M YouTube channel. The film shall: ?Reveal the natural processes, interrelationships, beauty and biological diversity of the natural resources that are currently monitored in Network parks. ?Promote awareness of the Network?s objective to collect monitoring information that is used by park managers to fulfill the National Park Service's mission to manage park resources "unimpaired for future generations." ?Promote support for the activities of the Inventory & Monitoring Network in monitoring natural resources with emphasis on helping to "put science into the hands of park managers and planners" in the National Park Service. ?Contain compelling messages about the value of providing monitoring results to support management decision-making, park planning, research, education, and public understanding of park resources. ?Include resource protection messages. Description of Work, Technical Specifications, Reproduction Rights, Business Hours, Management, Safety & Environmental Compliance, Insurance, Motor Vehicle & Traffic Regulations, Inspections and additional information: SEE ATTACHED STATEMENT OF WORK., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOI NPS SER EAST MABO intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOI NPS SER EAST MABO is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids.All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP).------ The Contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in CCR) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date.------ If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation. Preference is given to environmentally "green" products. Please specify for each line item whether or not item is: recycled content, bio-based/bio-preferred, environmentally preferable, no or low toxic, or other green product not identified. a) The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract. (b) Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective - (1) For such period as the laws of the State in which this contract is to be performed prescribe; or (2) Until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer. (c) The Contractor shall insert the substance of this clause, including this paragraph (c), in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors' proofs of required insurance, and shall make copies available to the Contracting Officer upon request. This project follows? the procedures of FAR Part 13.106-1 for Simplified Acquisition Procedures, A single contract will be awarded to the offer or whose offer, conforming to the solicitation, is the Best Value to the government. Offerors will be evaluated on price, technical capability, past performance and other factors. Along with references Past Performance Information Retrieval System (PPIRS) will be used to retrieve contractor performance information.
