Description
Military Sealift Command- Washington, DC (MSC-DC) intends to issue a Firm Fixed Price Contract to a single source under the authority of FAR 13.5 and the test program for commercial items (Section 4202 of the Clinger-Cohen Act of 1996) at 41 U.S.C. 1901, on or about 01 October 2014 to Tyco Integrated Security, Inc. (Tyco). The period of performance will include a one (1) year base period plus four (4) one-year option periods. The purpose of this contract is to procure the following services related to the Access Control and Monitoring Systems in MSC Buildings at Naval Station Norfolk: Annual maintenance and priority service response for Buildings KBB, SP15, SP16, SP30, SP47, SP48, SP64, SP257, SP312, R48, and R52; Monitoring in Buildings KBB, R48, R52, SP47, SP48, SP64, SP257, SP312; and, Annual inspection services for Building SP64. Tyco is the only contractor that can satisfy the necessary requirements. Tyco equipment is currently installed and in use in MSC Buildings at Naval Station Norfolk. Tyco equipment and maintenance service capabilities meet the stringent requirements of DOD and Navy polices set forth in Chapter 5, OPNAV 5530.13, and OPNAV 5530.14. Tyco retains the data rights for computerized monitoring equipment utilized by MSC in its Naval Station Norfolk buildings. Further, the data encryption program utilized to supervise the Access Control and Monitoring Systems is proprietary to Tyco. This data encryption program is the only equipment that will communicate between the protected site and the monitoring unit. Accordingly, Tyco is deemed to be the only responsible source capable of providing these services. This procurement is a FAR Part 12 acquisition being conducted using FAR Part 13.5 procedures. The North American Industry Classification System (NAICS) code for this requirement is 561621 with the size standard of $35.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 7 calendar days of publication of this notice, shall be considered by MSC. All responses must be submitted to the Government point of contact at the email address lisa.bouchelle@navy.mil. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
