- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E626, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis a service maintenance contract for a Beckamn Coulter MoFlow Astrios EQ Flow Cytometer Cell Sorter from Beckman Coulter, Inc., 250 South Kraemer Boulevard, Brea CA 92821-6232, USA. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is for nine (9) months, 9/1/14 - 5/31/15. It has been determined there are no opportunities to acquire green products or services for this procurement. The Center for Cancer Research (CCR) is home to more than 250 scientists and clinicians working in intramural research at NCI. CCR is organized into over 50 branches and laboratories, each one grouping scientists with complementary interests. CCR's investigators are basic, clinical, and translational scientists who work together to advance our knowledge of cancer and AIDS and to develop new therapies against these diseases. CCR investigators collaborate with scientists at the more than 20 other Institutes and Centers of the National Institutes of Health (NIH), as well as with extramural scientists in academia and industry. The CCR Building 37, Flow Cytometry Core Facility provides instrumentation and expertise to perform state-of-the art flow cytometry analysis and specialized cell sorting to support over 100 researchers in Building 37 as well as other NIH Institutes every year. This is a renewal of a service contract to support the MoFloTM Astrios EQ Flow Cytometer Cell Sorter. Objectives: The contractor will provide labor and parts needed to maintain a MoFloTM Astrios EQ Flow Cytometer Cell Sorter located in the Flow Cytometry Core Facility (Building 37, Room 6008). This is a 9 month contract from September 1, 2014 to May 31, 2015 as part of the 1-year service maintenance contract for MoFloTM Astrios EQ Flow Cytometer Cell Sorter. Service will be performed during regular business hours. Preventive Maintenance: The contractor will provide 1 Preventive Maintenance call for this equipment. Emergency Service Call(s): Emergency service calls are included in this agreement (customer agrees to make the instrument covered under the agreement available for servicing at the time of each call). Replacement parts: The contractor sole liability under warranty is to reservice the instrument(s) and/or repair or replace the defective part, or at the contractor's option, return of the sum paid for such services. All parts, for which the contractor has supplied as replacement, shall become the property of the contractor. It was determined that Beckman Coulter, Inc. is the only vendor in the market currently providing maintenance services for the MoFloTM Astrios EQ Flow Cytometer Cell Sorter. The MoFloTM Astrios EQ Flow Cytometer Cell Sorter is a proprietary product of Beckman Coulter, Inc. and this vendor is the only source providing patented replacement parts for this equipment. Also, as the products are under warranty, use of another contractor will nullify this warranty. No other distributor in the US offers service maintenance contracts for the MoFloTM Astrios EQ Flow Cytometer Cell Sorter. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 3:00 PM EST, on August 21, 2014. All responses and questions must be in writing and faxed 240-276-5401 or emailed to Kimesha Leake, Contract Specialist via electronic mail at Kimesha.leake@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the System for Award Management (SAM) through sam.gov. Reference: N02RC42636-24 on all correspondence.
