- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dun & Bradstreet, Inc., Arlington, VA under Other Than Full and Open Competition by the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to construct a data set of proprietary D&B data for the purpose of conducting an economic analysis to measure the impact of federal funding on financial outcomes of recipients. This is a sole source inasmuch as many of NIST's stakeholders and customers are privately owned companies and these companies are not required to publicly disclose financial and economic information. The only source available including these privately-owned companies is the proprietary data collected and disseminated by Dun & Bradstreet. A firm fixed-price purchase order will be issued on or about September 23, 2014 for a 9-mo. base period and include one (1-yr.) option period. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to randy.schroyer@nist.gov. The government will consider responses received by 5:00PM, EST, 8/25/2014. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Proposal (RFP) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 561450 and the size standard is $15.0M.
