- *** This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. *** The intent of this notice is to determine the availability of qualified commercial sources capable of providing Healthcare Housekeeping and related services for Carl R Darnall Army Medical Center (CRDAMC), Fort Hood, Texas. The mission of the CRDAMC is to provide quality healthcare to patients in a safe, clean, and aesthetically-pleasing MTFs. The medical center complex consists of a six-story hospital and three out-patient clinic buildings. The six-story hospital includes seven operating room suites, 151 total beds, 9 labor-delivery-recovery beds and two transition nurseries. Clinics and services include: emergency room, laboratory, obstetrical/gynecology, ophthalmology /optometry, orthopedics, pharmacy, physical therapy, and radiology. The command suite and other administrative support functions such as: outpatient records, outpatient pharmacy, admissions and dispositions, primary care unit, and specialty care clinics are located within the complex. There are 75 additional outlying facilities located on Fort Hood and in the municipalities of Harker Heights and Killeen. CRDAMC and the collective outlying MTFs are accredited by the Joint Commission (JC).The contractor shall provide healthcare housekeeping services to CRDAMC to include all MTFs within the health service area of Fort Hood, TX. Requirements for this effort are determined by square feet (SF) of designated spaces to be cleaned. The estimated SF quantity for CRDAMC and auxiliary facilities is 1,663,626.75 SF. There may be additional SF for newly constructed buildings and/or building expansions that will require services as they are completed or a reduction of SF for facilities closing as a result of consolidation of services A new hospital to replace the existing (old) CRDAMC is set to open for early occupancy in March 2015. Early Occupancy. The contractor shall provide a range of limited healthcare housekeeping services at the new hospital after the beneficiary occupancy date (BOD) based on an anticipated 6-month transition from old hospital to new hospital. There will be a transition period over an estimated six months when both the old and new hospitals will require healthcare housekeeping services; however, this PWS is specific to only the new hospital. During this phase housekeeping will be conducting a general cleaning of the occupied, i.e. IMD, Log, and all of the common areas, i.e., restrooms and corridors. The restrooms and corridors will be used by all accessing the hospital for deliveries of furniture and equipment and will need to be maintained. There will be no disinfecting of OR/ER/ICU or patient care areas during this time. The largest portion of the hospital will require no cleaning during this phase as the areas will have been cleaned during the initial hospital clean done previously and secured. CRDAMC is currently under an 8(a) contract. Description of Services: The contractor shall furnish all personnel, training, labor, equipment, tools, supplies, management, administration, and services, except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform healthcare housekeeping for CRDAMC, Fort Hood, Texas. The direct and non-direct patient care and healthcare related settings, such as clinics, laboratories, and administrative areas require healthcare services on a MTF area/room-specific scheduled basis. Healthcare housekeeping services include three (3) support activities: healthcare housekeeping cleaning services; collection and transport of regulated medical waste (RMW) to a MTF-specific site; exterior building services (e.g., windows, doors, and walkways). The NAICS Code for this procurement is 561720 and the annual size standard in millions of dollars is $18. The agency is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned above. Interested parties shall complete and submit the attached Market Research Questionnaire and Experience Reporting Form to the Government. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing a solicitation.
