- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E644, Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), DHHS/NIH/NCI/Division of Cancer Epidemiology and Genetics plans to procure on a sole source basis a support service contract with Johns Hopkins University, 3400 N Charles St, W400 Wyman Park Building, Baltimore, MD 21218-2680, to conduct a nested case-control study within the CLUE-1 and CLUE-2 cohorts to investigate the association between blood levels of selected immune markers and future risk of non-Hodgkin lymphoma (NHL). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541990 and the business size standard is $15 million. Only one award will be made as a result of this solicitation; and the contract type will be a firm fixed price. The period of performance shall be for 12 months from the date of award. It has been determined that there are no opportunities to acquire green products or services for this procurement. The purpose of this acquisition is to design a nested case-control study of circulating immune markers and non-Hodgkin lymphoma involving 235 cases and 235 controls within the CLUE-1 and CLUE-2 cohorts; this includes selecting eligible cases and controls within the CLUE-1 and CLUE-2 cohorts, retrieving stored serum and plasma from these cases, preparing sample aliquots from cases and controls, shipping the samples to the analytic laboratory, and transmitting subject data to NCI. The CLUE-1 and CLUE-2 cohorts are uniquely qualified resources for the development of this study. Firstly, the participants have been followed up for incident cancers for many decades (since 1974 for CLUE-1, and since 1989 for CLUE-II). This long period of follow-up (extremely rare among cohorts with banked blood) is very important for the study as a way of ruling out any lymphoma-induced changes in immune marker levels as the cause for any observed associations. Secondly, a unique feature of the CLUE-1 and CLUE-2 cohorts is that a subset of participants were enrolled in both cohorts and thus have two banked serum/plasma specimens available for use, collected over a decade apart. This will provide the unique opportunity to measure immune markers in two banked samples collected approximately 10+ years apart for 102 cases and 102 controls, and assess for the first time whether lymphoma risk is associated with changes in these markers over time. Thirdly, there is the opportunity to utilize previously measured concentrations of polychlorinated biphenyls (PCBs; environmental pollutants associated with lymphoma risk) from an earlier study (Rothman et al. Lancet 1997) in the analysis, thereby enabling us to conduct exploratory analyses investigating correlations and effect modification between immune markers and PCBs NCI intends to award on a sole source basis a contract to Johns Hopkins University (JHU). After researching, the only known research institution that possesses samples from the CLUE-1 and CLUE-2 cohorts. JHU does not allow outside facilities to perform extractions on their specimens, therefore, they are the only institution that can aliquot the samples and send them to the NCI. This notice is not a request for competitive quotation. However, if any interested party especially a small business, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11 AM EST, on September 5, 2014. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
