- 100% SDVOSB SET-ASIDE The National Cemetery Administration is soliciting offers under Solicitation No. VA786-14-R-0250 to Supply Inscribed Flat Granite Markers to Massachusetts National Cemetery in Bourne, MA. Contractor shall be responsible for the following: a.Provide all labor and material necessary to manufacture or purchase blank granite markers and provide all labor and material necessary to process inscription orders on the blank markers, package and palletize, if necessary, shipments of markers, arrange for transport carriers that have the capability of processing shipments through electronic data interface to the consignee, and provide all labor and equipment to load pallets or singles onto the transportation carrier's vehicle. The contractor shall have ten (10) calendar days as counted from the date following the day an order is sent to the contractor until the monuments are manufactured, inscribed, packaged and delivered to the cemetery address listed above. Evaluation criteria for this award will be in Lowest Price Technically Acceptable (LPTA). Vendors must have minimum of 2 years' experience with marble or granite blasting and have a sample pass MPS review. All potential offerors who have submitted and received approval notification for a sample of the same type within the last 12 months may submit a copy of that approved sample review with the proposal bid to avoid submitting an additional sample. All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of proposals through email will not be accepted. Proposal transmission/uploads must be completed by the date/time specified. Late or incomplete Proposals will not be considered. Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around August 18, 2014. Responses to the solicitation are due by 2:00 p.m. September 2, 2014. Offerors are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps. No telephone requests will be accepted.
