- This is a combined solicitation/synopsis for commercial items, prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only solicitation, quotations are being requested and a written solicitation will not be issued. This requirement will be procured as Brand Name or Equal to Amicus Cell Separator - Part number 4R4580. The solicitation number, N00259-14-T-0280 is issued as a request for quotation (RFQ). STATEMENT OF WORK Human Papillomavirus (HPV) Testing System 1.0 INTRODUCTION The Naval Medical Center San Diego (NMCSD) is the flagship of Navy Medicine West, responsible for providing U.S. Navy sailors, other armed force service members, and their military families with reliable quality health care. In addition to maintaining status as one of the nation's premier care providers, NMCSD is responsible for ensuring deployable support of operational forces and shaping the future of military medicine through education, training and research. In order to provide the expected standard of care for its patients, NMCSD must be capable of providing testing for the human papillomavirus. 2.0 REQUIREMENT The contractor shall provide support for laboratory testing services at Naval Medical Center San Diego. The contractor shall meet the following requirements: a. Provide an automated system that is capable of performing real-time polymerase chain reaction (PCR) analysis to detect the following Human Papillomavirus (HPV). b. The san1ple preparation and PCR detection procedures shall be combined in a closed container system that does not require the user to transfer samples or reagents during processing in order to reduce contamination and simplify testing. c. The assay will be no more than a moderately complex assay and will not require specialized expertise outside of training provided by the manufacturer. d. The system and individual test reagents must be FDA-approved for in vitro diagnostic (IVD) use. e. The contractor shall provide the software and all upgrades necessary for analysis and interpretation of test results. Detection and interpretation of results shall be performed by programmed software so as not to require data analysis by technicians for determination of results. f. The contractor shall provide instructions and materials necessary to instruct NMCSD personnel in the use of the Contractor's analyzer system, including operation of, maintenance on, and troubleshooting techniques. g. This service plan will include at a minimum all of the following: telephone technical support; on-site support dispatched as necessary; hardware and software upgrades when available; and repairs at no additional cost. h. Supplies/items that require special handling will be marked in a clear manner with a label that is easily read, understandable and larger than 3"x3" (9 sq. inches). The label will be placed in three (3) or more locations on the container (top and sides). Supplies/items that require refrigeration will have both the required Celsius and Fahrenheit temperatures identified. a. Delivery times for Naval Medical Center San Diego will be Monday thru Friday between the hours of 0800 and 1530. The contractor is hereby advised that the United States Government and agencies are exempted from state and local government tax by virtue of article 6 of the United States Constitution. No exemption certificate is required. 3.0 Period of Performance: Month of September 2014 2014 4.0 Invoicing Payment will be processed by Wide Area Work Flow.
