Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) Solicitation W912JB-14-T-8007 is being issued as a Request for Quotation. (III) This solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-36. (IV) This acquisition is reserved for a Small Business concerns; however, in the event that no Small Business concerns can meet the requirement the set-aside will be withdrawn and an award will be made to a Large Business. The associated NAICS code for this acquisition is 423690, standard industrial classification 5054, small business size 100 employees. (V)This is a firm fixed price requirements type contract for the following requested materials of TWO HF Fixed Station Tower Mountable Antennas with DC Controllers, Whips and Mounting Brackets for the 217 Air Operations Group, Battle Creek Air National Guard Base. The minimum salient characteristics for the requested HF Fixed Station Tower Mountable Antennas required are the following: Mechanical details: Antenna height, no whip 3 feet Antenna with whip 11 Lower mast, 6061 T6 alum. 2 Lower Mast diameter, all black type III. anodized 2.5 Rigidized Spring Mounts sliding Tenon. Vehicle or Tower Mounted Loading coil diameter 5.5 Lower mast has direct fit to the style 4245-1 Special Hi-Impact Modified Polycarbonate, Black. Folding adapter allows up to 90 degree folding of the whip to achieve NVIS Configuration. Electrical details: Remotely tunable WITHOUT an antenna coupler from 2.0 MHz to 30 MHz. DC motor tuning time from 2-30 MHz is less than 30 sec. Stepper motor tuning time from 2-30 MHz is less than 4 second Stepper motor tuning time from 2-30 MHz in 1 MHz steps is less than 1 second VSWR over the 2-30 MHz range is less than 2.5:1 Usable bandwidth without retuning and maintaining less than 2.5:1 Antenna modeling data: The Performance 2.0 MHz 20 kc 5.0 MHz 70 kc 8.0 MHz 150 kc 12 MHz 400 kc 16 MHz 1 MHz 20-30 MHz greater than 5 MHz (VI) This solicitation is for a contractor to provide all above requested materials for TWO HF Fixed Stn Tower Mountable Antennas to be located on Battle Creek Air National Guard Base at 3367 W Dickman Rd, Battle Creek, Michigan 49037. (VII) Delivery Date is 60 Days After Delivery of Contract. (VIII) The following provisions in their latest editions apply to this solicitation: FAR 52.212-1, Instructions to Offerors, Commercial. The following factors will be used to evaluate offers: Lowest Price Technically Acceptable. The Government intends to award a contract without discussions with respective offerors.
