- CRAC Unit Replacement and Installation COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued, however RFQ FA4600-14-T-8605 is attached for reference. This solicitation is being issued as a request for quotation (RFQ) under FAR subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This combined synopsis/solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-76, dated 25 Jul 14. This requirement is set-aside 100% for Small Business. North American Industry Classification System Code (NAICS) is 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, with a size standard of 750 Employees. All qualified small businesses under this industry are encouraged to submit quotes. DESCRIPTION OF REQUIREMENT: This requirement is for the replacement and installation of a Computer Room Air Conditioning (CRAC) Unit in accordance with the attached Statement of Work for the STRATCOM Building on Offutt AFB, NE. APPLICABLE LABOR LAWS: This solicitation is subject to the Service Contract Labor Standards FAR 52.222-41 Wages under this contract are subject to the attached prevailing wages on pages 41 through 51 of FA4600-14-T-8605. SITE SURVEY PARTICIPANT NAMES DUE BY: Any potential offerer who wishes to attent the scheduled site visit must submit the names of those attendies by 5 September 2014 to jeffrey.stuart.6@us.af.mil. Nonattendance will not disqualify from submitting an offer to this solicitation, however, it is advised to attend to build familiarity with the workspace. SITE SURVEY DATE, TIME, AND LOCATION: The site survey will be on Offutt Air Force Base, NE on 09 September 2014 at 09:30 A.M. Attendies will meet at the STRATCOM Gate by the specified time above. Only attendies whose names were submitted by the required time will be permitted to participate in the site visit. QUESTIONS DUE DATE AND TIME: All questions concerning this solicitation shall be sent by 10 September 2014 at 4:30 CST. A question and answer (Q&A) will be posted approximately 2 days after all questions are in. OFFER DUE DATE AND TIME: 4:30PM 15 September 2014 LATE OFFERS: Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in this solicitation by the time specified in the solicitation. The following factors shall be used to evaluate offers: •(i) technical capability of the item offered to meet the Government requirement •(ii) price These two Evaluation Factors shall be equal.
