- Amended Copy of Solicitation in which all offerors are to acknowledge and return one (1) copy. Conformed Copy of Solicitation to include revisions. 1. Action Code: Combined Synopsis and Solicitation Notice 2. Class code: S 3. Subject: Turbine Engine Replacement 4. Solicitation No.: W912BU-14-R-0011 5. Contract type: Firm Fixed Price 6. Evaluation Criteria: Lowest Priced Technically Acceptable 7. Set-aside code: NA 8. Response date: 18 August 2014, at 5:00 p.m EST., local time 9. Place of performance: Bagram, Afghanistan 10. Due to the criticaility of this requirement, no requests for time extension will be granted. 11. Proposals shall be due Monday 18 August 2014 at 5:00 P.M. EST. Early proposal submissions are encouraged. 12. One Request for Information (RFI) period will be offered. a. RFI's shall be due no later than Friday 15 August 2014 at 2:00 P.M EST. 13. Description: The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate a Request for Quote. The Contractor shall procure and deliver to BAF a new or a zero (0) hour overhauled turbine engine to replace the inoperable turbine #4 for the BAF government owned power plant. The turbine engine shall be a Solar Titan 130 or equivalent based on the following salient characteristics:  - The replacement turbine shall be required to produce a minimum of 22,000 horsepower.  - The turbine shall be capable of being integrated into the current government owned Titan 130 Engine Frame without modification to the structure or the turbine. The overall dimensions of the Titan 130 Gas Turbine Generator Set are 46' x 10' 7" x 10' 9". * For removal and replacement of the engine, the turbine engine shall not exceed 28'3" by 10'5".  - The turbine shall be capable of being controlled by the existing RS Logix 5000 Control Net system without modification to the existing control wiring or software.  - The turbine shall be compatible with the current Solar monitoring and maintenance program without the need for purchase of additional maintenance material.  - The turbine shall operate on JP8 fuel (See NOTE 1). - The Contractor shall provide a complete set of technical specifications for the proposed turbine. - The replacement turbine shall be capable of withstanding the harsh environmental conditions of Bagram Airfield, Afghanistan. Replacement turbine shall be upgraded from baseline manufacturer's configuration to withstand these harsh environmental conditions. Delivery Date: The delivery date shall be no later than 10 October 2014. NOTE 1: JP-8 or NATO F-34 - Jet A-1 specification fuel containing military fuel additive package: static dissipater additive (SDA), corrosion inhibitor/lubricity improver (CI/LI), and fuel system icing inhibitor (FSII) and may contain antioxidant (AO) and metal deactivators (MDA). Single Fuel on the Battlefield used by the Army and Air Force per AR 70-12. * Specs: MIL-DTL-83133; DEF STAN 91-87 * Freeze Point: ≤ -47ºC (-52.6ºF) * Density @15ºC: 0.775 to 0.840 kg/L * Flash Point: ≥ 38ºC (100.4ºF) Place of Performance: The turbine engine shall be delivered to Bagram Airfield, Afghanistan. This procurement will be awarded for one (1) job. No site visit will be conducted.It is the contractor's responsibility to monitor FBO for any amendments. Offerors are responsible for printing copies of the RFQ and any amendments. Offers will be due on 18 August 2014 at 5:00 p.m. EST and can be faxed (215-656-6798), e-mailed (chantay.n.lynch@usace.army.mil), or mailed to USACE, Philadelphia District.
