Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE NOT BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Export-Import (Ex-Im) Bank of the United States' Research Library intends to make an award for an online database from a sole source, Business Monitor International (BMI), Americas. In accordance with FAR part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for online database information services to two of BMI's databases: Industry Services and Country Risk & Financial Markets Service along with Water and Medical Devices sector reports. The Research Library also has access to similar sources such as the EIU Viewswire, and ISI Emerging Markets. Contracts with Moody's, Fitch, and S&P also include country and industry reports, but with a different focus. Business Monitor International / Business Monitor Online is a source of news, economic indicators, forecasts, and financial analysis for countries in the emerging and developed markets. The research includes country and business operation rankings and risk appraisals, along with market intelligence and opinions from investment bankers and analyst and includes access to an archive of past reports. BMI's databases include difficult to find country information in emerging markets as well as proprietary country risk data provided in an aggregated format not available anywhere else. Without access to BMI's databases The Bank would not be able to make critical financial decisions in its dealings with sovereigns, banks, and companies. Finally, the subscription is only available from its producer/manufacturer and not through dealers or distributors. Business Monitor International is the only source for this subscription service. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to Business Monitor International, within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. To be eligible for award an Offeror must be registered in the System for Acquisition Management (SAM) database. Offerors may register free of charge at https://www.sam.gov. To register, an Offeror must have a Data Universal Numbering System (DUNS) number assigned by Dun and Bradstreet, Inc. An Offeror may obtain a DUNS number at http://fedgov.dnb.com or by calling 1-866-705-5711. Processing time normally takes 48 hours. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation. To be responsive to this RFQ, an Offeror must include a copy of the completed provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer.
