SMAW MOD 2 INDUSTRY DAY ANNOUNCEMENT SYNOPSIS 1. PURPOSE. Marine Corps Systems Command (MCSC), Product Manager Anti-Armor Systems (PdM AAS), as a follow on to the Request for Information (RFI) M67854-14-I-1017 of February 7 th, 2014, will host a Shoulder-launched Multipurpose Assault Weapon (SMAW) MOD 2 Industry Day on September 16-17, 2014 at Marine Corps Base Quantico, Virginia. The Industry Day is designed to facilitate open dialog between the government and prospective offerors regarding the SMAW MOD 2 Program. The purpose of the information provided herein is mainly to initiate communication with industry. The content herein is subject to change. The Government does not guarantee a RFP will be released concerning the discussed requirements. The Industry Day in no way obligates the Government to purchase any product. Product or service solicitations that may be active during the Industry Day period will not be discussed. 2. SYSTEM DESCRIPTION. The United States Marine Corps (USMC) has used the SMAW since 1984. The existing SMAW system is comprised of a reusable launcher and a family of rockets. Currently, the launcher is comprised of a 9mm Spotting rifle, a firing mechanism, a launch tube assembly and an unpowered day optic. Each rocket comes with a magazine of "ballistically-matched" spotting cartridges that aid in ranging to the target. To operate the weapon, the gunner loads the magazine in the spotting rifle and the rocket in the rear of the launcher. The gunner fires the spotting cartridges, "walking" the bullets by adjusting launcher elevation and azimuth until the range to the target has been determined. At that time, the gunner launches the rocket. The current employment method is time consuming and adds unnecessary exposure time and ranging/targeting errors. Additionally, using the spotting rifle increases system maintenance burdens, thereby contributing to the system's lower-than-expected level of readiness. Overall, the ranging and targeting system is outdated, adds undue weight, and provides suboptimal ranging accuracy. Due to the large inventory of existing SMAW rockets, the USMC does not seek an alternative Infantry Assault Weapon System to replace SMAW. Instead, the USMC intends to modify the SMAW launcher's existing alternate targeting and ranging system components (in lieu of the spotting rifle and day optic). The targeting and ranging systems shall be comprised of an integrated Thermal Weapon Sight (TWS) and Laser Range Finder (LRF), making the launcher lighter, more accurate, quicker to employ, and easier to maintain. 3. GOVERNMENT'S PROGRAM SCHEDULE. Program milestones are estimates and subject to change. MILESTONE ESTIMATED TIMEFRAME RFP Release 1 st Quarter, FY-15 Contract Award 4 th Quarter, FY-15 Production Representative Articles 1 st Quarter, FY-16 Low-Rate Production 2 nd Quarter, FY-16 Fielding Decision 1 st Quarter, FY-17 4. MANDATORY PERFORMANCE REQUIREMENTS. The industry day's purpose is to (1) provide information related to the upcoming request for proposal (RFP ref# M67854-15-R-1000) for release in November 2014 and (2) discuss with industry their approach for producing and integrating the SMAW launcher with an integrated alternate targeting and ranging system (in lieu of the spotting rifle and day optic). The targeting and ranging systems should be comprised of an integrated Thermal Weapon Sight (TWS) and Laser Range Finder (LRF). For this event, these systems need not exist in the same housing, but the systems will need to communicate with each other to provide the gunner a firing solution (via a displaced reticle viewed through the TWS). The systems must also mount to the current launcher configuration by MIL-STD-1913 rails. The firing solution will be based on the range to target, outside temperature, and rocket type selected. 5. COORDINATING INSTRUCTIONS. The Industry day will be conducted September 16-17 2014 at Marine Corps University, Gray Research Center, 2040 Broadway St, Quantico, VA. The event will begin in the auditorium. Event organizers will provide the time and location of one-on-one sessions upon confirming reservations. a. Security Requirement. The industry day is unclassified with no special security clearance requirements, but the Quantico Gate conducts a 100% ID check at all times. All vendors must check in by 1245 on September 16 th, 2014. b. Vendor Registration. Vendors must register via phone or e-mail to the point of contact listed in paragraph 5.f. Registration closes on September 15 th, 2014 at 1200 Eastern Standard Time. Vendors shall include the following information for registration: •· Company Name and location •· Number of participants •· Representative(s) first and last name(s) •· Representative(s) Phone number and e-mail address •· Duns Number and/or Cage Code c. Industry Day Daily Schedule. Industry Day will begin with a government informational brief to vendors. Vendors must attend the initial briefings in order to continue with the industry day. After the brief, vendors will be afforded time to ask public questions. Beginning in the afternoon of the first day, vendors will receive 75 minutes for private discussions with the government. Event coordinators will provide discussion time slots upon registration. DATE EVENT TIME 16 Sept Vendor Check-in 1200-1250 Government brief to vendors 1300-1430 17 Sept Company presentation and private discussions with government 0800-1630 d. Private Discussions with government. Private discussions with government personnel are informational only. Vendors must submit questions about technical documents to the Government in writing, and no more than three vendor personnel may attend. Vendors giving a visual presentation must use their own computer and a slide presentation, but the government will provide the projector and screen. Although there is no presentation time limit, vendors are only allotted 75 minutes total without exception for private government discussions. At a minimum, vendors should address the following: 1. Vendor's ability to meet system specifications. 2. Vendor's estimated unit cost (ROM). 3. Vendor's ability to meet government's schedule. 4. Vendor's proposed mitigation solution(s) for any components/parts anticipated to have long lead times that may impact the government's schedule. 5. Vendor's proposed Supply Chain Management and Maintenance strategy, including warranties. 6. Vendor's proposed Fabrication Strategy in accordance with the Technical Data Package (TDP). e. Prototypes, product samples, scaled models or any physical 3 dimensional representation of a vendor's product are prohibited at industry day. f. The government will provide a draft TDP containing Draft Drawings, Performance Specifications, Fabrication Specifications, and pertinent Ballistics data by express shipment, but will provide only one read only CD per request.
