- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is D14PS00607 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-76. The associated North American Industrial Classification System (NAICS) code for this procurement is 511120 with a small business size standard of 500.00 employees.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2014-08-29 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Place of Performance. This constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. a. This solicitation, D14PS00607, is issued as a request for quote (RFQ) and includes all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-76. b. This solicitation is being issued under NAICS Code 511120, 50 employees. c. This solicitation document, D14PS00607, provides all the necessary information to respond to this notice. d. Because compliance reviews and most audits are performed 2 to 3 years after the sales months and the Royalty Simplification and Fairness Act of 1996 allows ONRR to review royalty payments 7 years back, the computer application must provide historical oil transportation rates and data back 7 years. The awarded contractor must provide all necessary resources to meet the requirements outlined above., 1, EA; Option 1 Period of Performance: 10/01/2015 - 09/30/2016 LI 001: Option Year I - Subscription service for up to 100 people to an existing electronic subscription service that provides access to point-to-point oil transportation rates on offshore and onshore pipelines, tariff information, and trucking information. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOI Interior Business Center intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOI Interior Business Center is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
