- Sources Sought Notice Youth Challenge Course 1. The 673d Contracting Squadron is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in a requirement for adding to and repairing an established challenge course on Joint Base Elmendorf-Richardson, Alaska. In order to fulfill this requirement an offeror would be responsible for all personnel, equipment, tools, vehicles, materials, supervision, and other items and services necessary to repair of established equipment, build new equipment, obtain proper permits, and provide hands- on training /materials after completion of the course (see below for details). Interested parties must be able to work on, with and around a pre-established structure produced by Signature Research Incorporated. This requirement is anticipated to begin prior to September 30th 2014. 2. There is no solicitation at this time. This request for capability information does not constitute a request for proposal. Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. The Government will assess any responses in addition to associated market research to ascertain potential market capacity; based on this information, this requirement may be set aside for small business or procured through full and open competition. No feedback or evaluation will be provided to interested parties regarding their submission. 3. If your organization has the capacity to supply this requirement, please provide the following information: a. A capability statement addressing the ability to create the following elements: (1) Create a climbing tower consisting of the following: (a) A four-pole 50-foot tower with full deck spaning the distance between poles at the top of the structure. Two climbing faces with a full rappealling face on the third side. Tower will connect to the exixting tower via high elelments. The tower shall be free standing, enginered for winds in excess fo 100 mph and heaviest of snowfalls. (b) High elements: Burma Bridge, Catwalk, Dangle Duo, Giant's Swing, and Postman's Walk. (c) Low elements (added around and under the two towers): Island Bridge, Wild Woosey, Team Wall, All-A-Board, Nitro Crossing, Spiders Web, Mohawak Walk, TP Shuffle, Trolleys and Whale Watch. (d) Access current structure for repairs as needed. b. Meet operational, inspection, and training guidance in accordance with Air Force Instruction (AFI) 36-2202, Air Force Obstacle Course Program (http://www.e-publishing.af.mil/ ), in addition to the Association of Challenge Course Technology (ACCT) standards ( http://www.acctinfo.org/ ). c.
