- This amendment is to attach the Precision Air Resistance Standards Purchase Description in MS-Word format to the solicitation. Solicitation number W31P4Q-14-T-0181 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76. This solicitation is a 100% small business set-aside and adequate competition is anticipated for this acquisition. The associated NAICS code is 334515, and the small business size standard is 500 employees. All qualified vendors are encouraged to submit a proposal. The Government reserves the right to award without discussions. The contractor shall propose this effort in accordance with the quote mark Precision Air Resistance Standards Purchase Description quote mark, attached to this solicitation. Acquisition of the following is requested: One(1) each 0.001 ohm Air Resistance Standard; one (1) each 0.01 ohm Air Resistance Standard; one (1) each 0.1 ohm Air Resistance Standard; one (1) each 1 ohm Air Resistance Standard; one (1) each 10 ohm Air Resistance Standard; one (1) each 100 ohm Air Resistance Standard; one (1) each 1K ohm Air Resistance Standard; one (1) each 10K ohm Air Resistance Standard; one (1) each 100K ohm Air Resistance Standard; one (1) each 1M ohm Air Resistance Standard; one (1) each 10M ohm Air Resistance Standard; one (1) each 100M Air Resistance Standard; and shipping to Redstone Arsenal, Alabama 35898. The proposal should also include IUID labeling for each resistor. Offerors should note that Defense Federal Acquisition Regulation Supplement Clause 252.211-7003, Item Unique Identification and Valuation, applies to this solicitation and any resultant contract. The place of inspection and acceptance is at Origin. FOB Point is destination. Shipping address is as follows: Redstone Arsenal, Alabama 35898. Standard commercial warranty is acceptable. Request Standard Commercial Packing for each Air Resistance Standard, to include individual containers for each Air Resistance Standard. All 12 Air Resistance Standards, manuals, calibration reports, etc., shall be over-packed in one container for shipping purposes. Packages shall be marked IAW MIL-STD-129P. The Air Resistor Standard shall be labeled IAW MIL-STD-130M with the CAGE code, model number, and serial number. Delivery date is to be determined. Estimated shipping timeframe and cost shall be included in quotation. The provision at FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. Provision 52.212-2, Evaluation - Commercial Items, will be applicable and this action will be awarded on a lowest price technically acceptable basis. EVALUATION FACTORS The Government anticipates award of a single contract resulting from this solicitation to the responsible offeror whose offer represents the lowest price technically acceptable offer to the Government. The following factors shall be used to evaluate offers: 1. Technical proposal 2. Price Evaluation of all offers will be based on a lowest price technically acceptable basis. Offerors shall submit a technical proposal that addresses their proposed equipment which meets each of the requirements stated on the document named quote mark Precision Air Resistance Standards Purchase Description quote mark. Each technical proposal shall demonstrate or indicate that the contractor's proposed equipment meets each of the Government's requirements listed in the quote mark Precision Air Resistance Standards Purchase Description. quote mark The proposal shall list each of the Air Resistance Standards required on the quote mark Precision Air Resistance Standards Purchase Description quote mark. Each specification shall be addressed. The proposal should include the required information listed under each resistor in the quote mark Precision Air Resistance Standards Purchase Description quote mark. The proposal shall also specify that the contractor will provide the Alpha and Beta Coefficients information for each Precision Air Resistance Standard. The technical proposal will be evaluated as either acceptable or unacceptable. ACCEPTABLE: Proposal clearly meets the requirements of the solicitation. UNACCEPTABLE: Proposal does not clearly meet the requirements of the solicitation. The technical proposal must receive an overall rating of acceptable. A single unacceptable rating will result in an overall rating of unacceptable. Failure to demonstrate or indicate that the contractor's proposed equipment meets each of the Government's requirements listed in the quote mark Precision Air Resistance Standards Purchase Description quote mark will result in an overall rating of unacceptable and will not be considered for award. quote mark Failure to submit a technical proposal with all required information shall result in an overall rating of unacceptable. Failure to include any of the required information in the technical proposal will result in an overall rating of unacceptable. The Government will evaluate total price by adding the price for all items. The Government may reject a bid as nonresponsive or a proposal as unacceptable if it is materially unbalanced as to prices offered for items. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with the offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, also applies to this acquisition. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, also applies to this acquisition, as does FAR 52.225-18, Place of Manufacture; and FAR 52.215-1, Instructions to Offerors - Competitive. DFARS clause 252.232-7006 - Wide Area Workflow (WAWF) Payment Instructions also applies to this acquisition. Other clauses may be included in the award, if applicable. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the Agency.
