- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for twelve (12) each SLS Intertank - Main Tower Panel Weldments in accordance with the Statement of Work (SOW) and the applicable drawings provided in the attached solicitation. Target delivery to MSFC is 35 weeks after receipt of order. Quotes shall include all shipping/transportation costs with the offer ( See RFQ instructions (Section 5) for quote pricing of the solicitation). The provisions and clauses in the RFQ are those in effect through FAC _2005-76, July 25, 2014. This procurement is a total small business set-aside. The NAICS Code and the small business size standard for this procurement is 332312/500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ shall require the potential vendor to be certified with the Online System for Award Management (SAM) database and Online Representations and Certifications Application Databases, prior to award. Delivery shall be FOB Destination to MSFC, Central Receiving, Bldg 4631, MSFC, AL Delivery date TBD. Offers for the items(s) described above are due by September 05, 2014 by 4:00 PM C.S.T. Vendors may submit quotes on thier company standard forms. This solicitation contains the following sections: 1. Terms and Conditions Clauses - Section 1, pages 1-11. 2. Statement of Work (SOW) - Section 2, pages 12-15. 3. Data Procurement Document (DPD) - Section 3, pages 3-1. 4. Solicitation provisions/Representation and Certifications - Section 16-30. 5. Solicitation provisions/Quote Instructions - Section 5, pages 31-32. 6. Solicitation Provision/Evaluation Criteria - Section 6, pages 33-35 The following attachments also apply to this solicitation and are uploaded as separate attachments: 1.Drawings: 09M14397 (1-10) 2. Past Performance Evaluation Form Offerors shall provide the information require by FAR 52.212-1 (APRIL 2014), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s)offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies", the offeror shall so state and shall list the country of origin. FAR 52.212-4 (MAY 2014), Contract Terms and Conditions-Commercial Items is applicable. Telephone questions will not be accepted. FAR Provision 52.212-2, Evaluation-Commercial Items, is applicable to this acquisition. See Section 6 of the solicitation for the specific evaluation criteria included in this provision and additional information provided regarding the evaluation of the offers. Offerors must include completed copies of the provision at 52.212-3 (MAY 2014), Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. NASA Clause 1852.215-84 (NOV 2011), Ombudsman, is applicable.
